
PROPOSAL TO RESHAPE THE POPULAR MOVEMENT
On May 2 the second congress of the Popular Movement led by the Levon Ter-Petrosyan took place at the conference hall of the government. The congress was to start at 12 o’clock but an hour before the entrance of the hall was crowded, and the hall was almost full. 10-15 minutes to 12 it was impossible to pass through the crowd in front of the conference hall. Even for Levon Ter-Petrosyan a small corridor was opened for him to get into the hall, which however happened with the crowd applauding and chanting “Levon”. There were as many people sitting as there were people standing. The lobby was also full, where those who were unable to get into the hall watched the congress on a monitor. In the beginning the congress held a minute of silence in memory of the victims of March 1. The political leaders of the Popular Movement addressed the movement: Stepan Demirchyan, People’s Party of Armenia, Hrachia Sargsyan, member of the board of the Nor Jamanakner Party, who read the greeting message of Aram Karapetyan, who is now in prison, in which the confidence of the final victory sounded. By the way, Aram Karapetyan’s wife was also present at the congress. The wives of the other political prisoners were present, on whose behalf Melissa Brown, the ex-foreign minister and political prisoner Alexander Arzumanyan’s wife, who coordinates their movement, addressed the congress. Tigran Khzmalyan, film director, also addressed the rally, who said although he did not vote for Levon Ter-Petrosyan, he is happy for the invitation because in Armenia there must be a rostrum for pluralism. After lasting silence the Marxist Davit Hakobyan addressed the congress, whose speech was accepted cheerfully by the hall. The Marxist said the parliament should be disbanded, and a new parliamentary election should be held. The capture of the parliament for the Popular Movement is equal to the capture of Bastille, the Marxist stated, and noted that Serge Sargsyan has no other resource but to disband the parliament, and if he does not do that, the royal gambit is ready. Everyone who addressed the congress spoke about the irreversibility of the victory, the consistent course of the movement, release of political prisoners, their strong souls, support. The speeches were interrupted by applause and chanting “Levon”, “free and independent Armenia”, “Now”, “Nikol”, etc. The hall burst into applause and cheers as Levon Ter-Petrosyan’s address was announced. The first president spoke about the future actions of the movement. He suggested that the movement which was shaped as an election alliance before the presidential election to receive a new form and content. Levon Ter-Petrosyan suggests that the popular movement be renamed National Congress and be reorganized. He said it is just a suggestion for the political forces which participate in the movement to discuss. He said the political forces which will be members of the Congress will maintain their independence, structure and possibility of independent political activities. However, the first president did not rule out that in future the movement may grow into one centralized political unit. Levon Ter-Petrosyan also touched upon the political dialogue, as well as the evaluations that the society is divided. He says the president and the government are illegitimate, but they do not ignore their factor and are ready for a dialogue but first the government should fulfill the recommendations of the PACE resolution passed on April 18 and first of all release their friends who are now in prison, Levon Ter-Petrosyan stated. According to Levon Ter-Petrosyan, those people are not political prisoners but hostages, and the government is demanding a ransom. However, Ter-Petrosyan said the government should not even hope to bring the movement to its knees by putting their friends to prison. It is impossible to prevent the Movement of the citizens who smelt freedom in the last ten days of February, Levon Ter-Petrosyan stated, noting that he government should not expect a ransom for the friends because it would be too much for the government, the government is not worth that. As to the statements that the society is divided, Levon Ter-Petrosyan disagrees, saying that there is no divide in the society, there is a controversy between the society and the government. According to Levon Ter-Petrosyan, the only way of overcoming this controversy is early presidential and parliamentary elections.
