SERGE SARGSYAN HAS A CHANCE TO SEPARATE
- The clampdown on the peaceful demonstrators on March 1 and the repressions that preceded and followed it were directed by Robert Kocharyan, stated the first president of Armenia Levon Ter-Petrosyan, the leader of the Popular Movement, who addressed the second congress of the Popular Movement on May 2. Levon Ter-Petrosyan stated that it all was planned and led by Robert Kocharyan, and afterwards he tried through news conferences to concoct an image of what happened, which is entirely false. Levon Ter-Petrosyan cited parts from Robert Kocharyan’s news conferences on March 1, 5 and 20, who said the policemen were not armed, on March 1 they only tried to search the demonstrators, and notified them beforehand, Levon Ter-Petrosyan was not under home arrest, and could have gone and calmed the demonstrators when they gathered on the square near the French embassy. Levon Ter-Petrosyan says Kocharyan’s words are outrageous lies, lies of a merchant, which is evidence to the level of the Armenian state when the head of this state lies that way. The first president said if the police had informed the demonstrators that it only wanted to search the Square of Freedom, the pro-government media would show that day and night. Besides, Levon Ter-Petrosyan says three or four thousand policemen would not arrive there for a search. Three or four thousand policemen would go on a battle, an offensive, clampdown. Levon Ter-Petrosyan also stated that on March 1 he negotiated with Robert Kocharyan through both the head of his security service General Grigory Sarkisyan and the EU ambassadors. Levon Ter-Petrosyan says he offered Robert Kocharyan to go and calm the demonstrators but since the demonstrators would not trust him if he went there empty-handed, and in that case nobody else would be able to calm them, Ter-Petrosyan offered Kocharyan to take the rally to Matenadaran or the Square of Freedom, and to guarantee possibility to hold rallied in future. Robert Kocharyan refused. Afterwards Levon Ter-Petrosyan was offered to go and lead the public from near the French embassy to the Dinamo Stadium or the square near the Station. Levon Ter-Petrosyan declined this offer, thinking that those areas were far from the city center and the international legations, which would free the hands of the government to crack down on the demonstrators. As to Robert Kocharyan’s claim that Levon Ter-Petrosyan could have gone and calmed the demonstrators because nobody prevented him, simply his guard refused to go with him explaining that they have no right to accompany him to illegal events, Levon Ter-Petrosyan says nothing of the kind happened, and it is also a lie because his guard could not have said such a thing since its duty is to guarantee his security. The law was modified after that, and now the guard can say so, Levon Ter-Petrosyan said, noting that while uttering this at the news conference on March 5 Robert Kocharyan probably was planning to make the law comply with his idea. Generally, Levon Ter-Petrosyan says the government had planned March 1 and the following developments the week before. Evidence to this is the case brought up on February 24, the first president says. Levon Ter-Petrosyan describes this case as a masterpiece of legal illiteracy or something like this because it contains a ridiculous statement. The investigator, noting names and circumstances, referring to the data presented by the national security service, writes that charges are brought for “usurpation of power”. In other words, the statement of the investigator which Levon Ter-Petrosyan read loud during the congress means that on February 24 Levon Ter-Petrosyan and his supporters had usurped power. This statement of the investigator aroused laughter in the hall, and Levon Ter-Petrosyan stated that if they had usurped power by that time, for which the investigator brought charges, the leadership of the bandit system would be in prison now rather than their friends. Levon Ter-Petrosyan presented those things to indicate that what happened on March 1 was not a clash between the demonstrators and policemen, as the government propaganda machine claims, but was a slaughter of people planned, worked out and organized beforehand, and the person in charge of it and the organizer was Robert Kocharyan, Levon Ter-Petrosyan says. As to Serge Sargsyan, the first president thinks that as a president elect he should have prevented Robert Kocharyan from such a step. Nevertheless, Levon Ter-Petrosyan thinks that Serge Sargsyan has a chance to display to the public that he is not responsible for the bloodshed. The chance, according to Levon Ter-Petrosyan, is to guarantee an independent investigation, otherwise even if one thousand years pass Serge Sargsyan will be guilty for the blood of people.
