
WHEN WILL THE ARMENIAN GOVERNMENT BECOME SERIOUS?
The Armenian government is fond of fairy tales, stated the economist Edward Aghajanov on May 1 at the Pastark Club with regard to the goal declared by the government to turn Armenia into a regional financial, health and other center. “A financial center, whatever center, medical center. You have to spend billions to have a world medical center,” says the economist, asking how the billions are going to be raised. The reporters corrected him that the government has foreseen to turn Armenia into a regional, not a world health center. “Let it be regional. Is regional easier? It’s amazing. For instance, a financial center. Armenia does not even have a stock market,” says Edward Aghajanov, wondering how Armenia can be a financial center. “We are obsessed with fairy tales. I always ask the question when our government will become serious,” Edward Aghajanov says, noting that the country is not competitive, and its score has dropped from 79 to 94. “The share of exports in the GDP has fallen to a terrible low, 12.5 percent. It has never been so low, it has always been 15, 16, 17. I cannot understand, our presidents, prime ministers have no idea of not only the real situation, but also the situation which statistics pictures,” the economist says. He says over 51 percent of return on tax is indirect tax, the VAT, the excise tax. The economist notes that most companies which head the list of major taxpayers, such as Mika Trading, Flash or ArsOil pay mostly indirect taxes, the VAT, the excise tax, not profit tax or income tax. Meanwhile, it means that this tax is paid by the consumer rather than the business because the business includes the tax in the price of the product and sells it, and the taxes paid by the business are the profit tax and the income tax. Edward Aghajanov wonders if “there is not a single alive economist in this kolkhoz to realize the horror of this situation which leads nowhere.” Edward Aghajanov says Armenia does not have a tax policy because it uses only one of the three components of this policy, administration. According to the economist, administration is important but the other two, promotion and regulation are also important. In other words, the economist thinks that the government should not focus on collecting taxes but should help increase the number of businesses which pay taxes, and create conditions in which they would prefer not to avoid paying taxes. “In other words, to encourage to increase the tax basis instead of suffocating and seizing,” Edward Aghajanov stated.
