
HOW MANY INNOVATORS ARE THERE IN ARMENIA?
“The structure of employment, qualitative changes of quantity depend on qualitative changes that take place in the country,” says the economist Edward Aghajanov, who spoke about employment on Mayday, the day of laborers, who was hosted at the Pastark Club. The economist says the government declares to shape an innovative economy. “We are very happy,” says the economist, noting that for several years now he has been speaking about the necessity for real steps to shape an innovative economy. According to Edward Aghajanov, if the goal of the government which declares to shape an innovative economy is real, it should lead to a change of the structure of employment in Armenia. “For instance, when an innovative economy is concerned, the question occurs how many innovators there are in Armenia, such a profession. Generally, in the Armenian universities, in any university, is there a tiny department which trains specialists for the economy of the 21st century, specialists of an innovative economy, innovators?” Edward Aghajanov says. The economist notes that besides talks about an innovative economy the economic policy of the government does not contain real actions for the implementation of this goal. Besides, with regard to employment, the economist Edward Aghajanov notes another problem in the world which is especially acute in Armenia because unlike developed countries, the Armenian government does nothing to solve that problem. “The most serious problem in the world now is the aging knowledge. The faster the world develops, the faster knowledge ages. It is the number of one problem. In other words, people aged between 40 and 50 years who graduated from Soviet universities are one way or another unaware of modern technology. What policy does the government implement to solve their problem?” asks the economist, noting that for instance the United States solves this problem through a post-university education service, which is also a profitable commercial system. Besides, the economist Edward Aghajanov says now in the world the work of a manual worker is being intellectualized, which becomes almost equal to the work of an engineer. The economist asks what policy is conducted for this purpose. Apart from all this, Edward Aghajanov says the government is unaware of a simple thing. All over the world small and medium sized businesses create jobs, whereas major businesses cause layoffs through mergers and takeovers. Meanwhile, in Armenia the government eliminates the lump-sum tax which, according to the economist, harms small and medium-sized businesses, and the entire tax and customs administration heavily falls on the small and medium-sized businesses.
