
THE CAROUSEL IS GOING ROUND COUNTERCLOCKWISE FOR 17 YEARS
In assessing the social and political situation in Armenia people start from the events of March 1. In other words, the popular opinion is that the situation is the consequence of those events. Most probably, this is not so right. March 1 itself was a consequence. In addition, it is not the consequence of one day, some moment or period or event. It is the consequence of the history of 17 years during which healthy processes as a rule stopped halfway and turned into vicious phenomena, and an illness develops very fast, and its pace is in direct ratio to the aggravation of health, and as a result we have had innumerable march ones. Simply they developed in a growing order and if it was possible to avoid victims in previous march ones, this time it was impossible. If we view the current situation through the prism of March 1, we merely prepare for another march one, which may occur in a week, in a month or in a year, or maybe even in a decade, but it will occur by all means, because we are not only used to stopping processes halfway but also to viewing them partly, incompletely, always arriving at wrong conclusions and solutions. In this context, it is difficult to imagine what conclusions the independent body which is supposed to investigate the events of March 1 will arrive at. The format of the body needs to be decided first if it is going to be set up at all. Although even the PACE resolution urges to set up, Tigran Torosyan may suddenly decide that it is not in the interests of the Armenian people, whereas Tigran Torosyan’s word is a law for the Armenian government. However, assume that the Armenian government violates this law and sets up the body which includes human rights activists, international experts, political figures, reporters, NGOs, the intelligentsia, and even the clergy. To say that this multi-member body must study the events of March 1 is to say nothing because who can say what March 1 is? It is certainly the first day of spring but the problem is the essence of the events that happened on the first day of spring which were the last for ten people, let alone their families whose life may have ended after the death of their son, father, husband, brother. From which definite hour of March 1 the independent body must start investigating the events? Midnight when singing and dancing still continued at the Square of Freedom, or the hour when the deployment of police and special force began, or the moment when they had already raised their truncheons, or the appearance of the first citizen at the square of Miasnikyan, or the first shot bullet? It is clear that there is no beginning or end, because this carousel has been going round for 17 years, at different speeds but always in the same direction, counterclockwise. Therefore, the only right conclusion is possible to make only in case the independent investigation views not only March 1 but the entire course of the Republic of Armenia since 1991. March 1 was a mere link in this chain, maybe the most tragic one but merely a link. It may sound strange to many. And maybe it is early to view this course because the generation which is in this course cannot view its own course impartially. In this case, however, we can be sure that even if the events of March 1 are investigated more impartially and comprehensively than we expect, they will reveal only the actions and their authors or perpetrators but not the phenomenon in its depth, the consequence of which the rest is.
