
WHAT GUARANTEES COALITION WILL GIVE
According to Republican Member of Parliament Davit Harutiunyan, the leader of the parliamentary delegation in the PACE, thinks the formula “the winner takes it all” is danger for the development of parliamentarianism. Davit Harutiunyan stated this in a news conference on April 22 with regard to the PACE resolution on the functioning of democratic institutions in Armenia, which recommends the government to provide guarantees for involvement of the opposition in government. Davit Harutiunyan says in many countries it is a tradition, in other countries it is a law. For Armenia, he thinks, the law is better, which would be evidence that the government has political will. “I’ll give some one or two examples beginning with how the parliamentary leadership is shaped, how the committees are set up, in what order, how many votes each political force has, finally rights, guarantees to present bills, to push bills through the parliament. I think that soon we will address this issue, and there will be a broad discussion because not only the parliament forces but also the other forces will be interested in it,” Davit Harutiunyan says.
