THE TIME OF MISINTERPRETATIONS
During the discussion held by the National Press Club and the U.S. National Democratic Institute on April 18 Member of Parliament Stepan Safaryan, secretary of the Heritage Party of the National Assembly, touched upon the report on the functioning of the democratic institutions in Armenia adopted by the PACE on April 17. “Today a phase starts in Armenia when they will try to read this text in different ways. In other words, the period of interpretations of the resolution starts. God forbid my predictions come true because in any case since the report is comprehensive and recommends corresponding solutions, it will naturally end up like the previous reports when the government extracts passages from the context which favor it, and the opposition presents it as its victory,” Stepan Safaryan says. According to him, the problem itself is not a victory because it is the defeat of the country because in our own country we lacked political will and wasted the possibility of solutions, and the solutions were found in Strasbourg. “I should say this resolution is expected, no matter we admit it or not. Because we have no tribunal which would offer solutions the society, the political forces would approve, everyone was looking forward to the resolution,” says Stepan Safaryan, noting that both the PACE resolution and the conclusion of the U.S. Congress Helsinki Committee will have a powerful effect on further developments in Armenia.
