YOU NEVER KNOW
The ex-president of Armenia Robert Kocharyan has found himself in a rather difficult state. The system which has not dared to even discuss any of his actions over the past eight to ten years has now started to criticize some points of his policy. For instance, during the discussion of the draft statement on the settlement of the Karabakh issue it was evident that the parliament majority, though maybe not fully consciously but nevertheless made critical assessments of the past years, voiced concern about shortcomings, passiveness, etc. Meanwhile, we all can remember that literally a few days ago nobody even tried to question any of his actions or failure to act regarding the Karabakh settlement. Moreover, now perhaps all this is questioned quite purposefully rather than unconsciously. The point is that the existing system went through the phase of the presidential election with great difficulty, by the way also thanks to the “effort” of Robert Kocharyan, and now it has no other form of self-assertion but to criticize the government of Robert Kocharyan. For the time being, this criticism is very subtle, surface, mild, careful, possibly indirect and general. However, it is possible that in expecting a more adequate reaction of the society the regime may make more tough assessments of the government of Robert Kocharyan, passing from Karabakh to other issues, internal issues. In this situation many may remember the famous Armenian saying that when the ox falls, men run up with knives. The government of Armenia is in a state when they think they have defeated Robert Kocharyan who was unable to run a third term or become prime minister. In the meantime, now perhaps Robert Kocharyan has very few levers to influence them, or maybe he has no more levers and the only lever is Serge Sargsyan but Serge Sargsyan is facing his own problems and he has no time to stand up to Robert Kocharyan. Now perhaps all Robert Kocharyan can do is to invite his critics for separate, interpersonal settling of scores to answer them on that level. In this case, however, Robert Kocharyan is weak, and he is weak thanks to himself when on the last days of his presidency he made the parliament which has slowly started criticizing him to pass the notorious amendment to the law on security of ex-presidents, according to which the security of the ex-president stops its activity as soon as the ex-president takes part in an illegal action. When Robert Kocharyan invites his critics to settle scores, his security will probably tell him: “Excuse us, Mr. President, but you are about to commit an action which is illegal, therefore you must settle scores with your critics alone if the scores are to be settled somewhere else than the court of law.” At this point most people may recall the famous saying about digging a hole for another person. The society may recall many more other sayings because everything has just started, and, for instance, the rallies for Robert Kocharyan may not be authorized. YEGHISHEH METSARENTS
