
APPOINTMENT OF PRIME MINISTERS IN ARMENIA HAS OFTEN REFUTED THAN CONFIRMED FORECASTS
- The defense minister, the chair of the Republican Council Serge Sargsyan, who is the acting leader of the Republican Party, is a possible candidate of the new prime minister of Armenia. Although the press secretary of the Republican Party Edward Sharmazanov stated March 26 that the Republican Party will name a new prime minister on one of these days, the Armenian and Russian media report that Serge Sargsyan is a likely candidate and the appointment will be after the funeral of Andranik Margaryan. According to the Constitution, the president who accepted the resignation of the government on March 26 will appoint a new prime minister within 10 days.

It is logical that the Republican Party must name prime minister. This force is the parliament majority, and the deceased prime minister is the leader of the Republican Party. It is also logical that Serge Sargsyan is the new candidate of the Republican Party. It is also logical that Serge Sargsyan is viewed as the new candidate of the Republican Party. However, the problem is not that the Republican Party could not have another candidate. Considering the short period of office of the new prime minister, a person should be appointed who is acquainted with the work of the government over the past few years, and take it to its logical end. In other words, the new prime minister should be a member of government, which has formally resigned but which will perhaps be reappointed, because it is not expedient to replace the government with only a month to go before the election. In this context, it should be considered that there are other suitable candidates in the government besides Serge Sargsyan. Naturally, the list of the Republican ministers should be viewed. They are eight: Serge Sargsyan, Hovik Abrahamyan, Davit Harutiunyan, Karen Cheshmarityan, Vardan Aivazyan, Armen Movsisyan, Vardan Khachatryan, Manuk Topuzyan.
Certainly, the strongest figure on this list is Serge Sargsyan, both with his political biography and influence on the ruling elite. And in this sense it is logical to consider his appointment as certain. On the other hand, however, the appointment of prime ministers in the modern history of Armenia is notable for its unpredictability. For instance, when Robert Kocharyan was appointed, he was considered as an unlikely candidate till the last moment. The same was with the case of the deceased Prime Minister Andranik Margaryan. After the dismissal of Aram Zaven Sargsyan in 2000 very few mentioned Andranik Margaryan as a likely candidate. More exactly, nobody mentioned him, and after his appointment everyone expected that he would be dismissed soon.
Hence, the overview of appointment of prime ministers in Armenia shows that the candidates, whose appointment is considered as a matter of putting a signature to a document, are not always appointed. Therefore, it is possible that another Republican minister will be appointed instead Serge Sargsyan who is considered as the central and almost the only candidate for prime minister, especially that other potential prime ministers are found among the eight Republican ministers. Hovik Abrahamyan is the first after Serge Sargsyan. By the way, he has been thinking about the post of the prime minister for a long time. A few years ago he made a notable statement to reporters at the airport. He said he would consider if the president named him prime minister. It made Andranik Margaryan angry, and later Hovik Abrahamyan had to give explanations and excuses. During the upcoming month Abrahamyan will be busy heading the election headquarters of the Republican Party, which will take him much time and effort, and will disturb him from the duties of the prime minister. On the other hand, however, these two jobs can be successfully combined, considering that the Republican Party is likely to use the administrative resource to reach its pre-election goal.
Besides Hovik Abrahamyan, Republican Davit Harutiunyan, who joined the Republican Party quite recently, could also be named prime minister. It is true that he does not have the same influence in the government as Serge Sargsyan and Hovik Abrahamyan, but Robert Kocharyan trusts him the most, although now the president pursues one important problem: not to have his own prime minister but have the pre-election month pass smoothly not to enter a confrontation with the tougher branch of the Republican Party.
