
EMBASSY’S DUTY IS NOT PARTIES ON 15TH ANNIVERSARY OF INDEPENDENCE AND SQUEEZING TEARS FROM THE EYES OF DIASPORANS
- Strange though it may seem, the annual human rights report of the U.S. Department of State revealed the weakness of the foreign policy of Armenia. It is strange because the report was thought to be about a quite another topic, but the most attention-grabbing statement of the report referred to one of the primary issues of foreign policies, the issue of Nagorno Karabakh. In this sense, the foreign minister Vardan Oskanyan and Speaker Tigran Torosyan complain righteously that this statement has nothing to do with human rights and the Americans included it in the report by mistake. I am sure that this is the first counterargument of not only these two officials but also of any representative of the Armenian government to the word “occupy”. In other words, we do not say that we do not occupy Karabakh and the territories, we say it has nothing to do with human rights. The second argument is the well-known theory of blunder alleging that in America reports are written by anyone, and it is the subjective opinion of the writer, not the official stance of the United States. This theory is at least funny because even if our officials and analysts believe this, it will be difficult to persuade any other country of the world that in America the right hand is unaware of what the left hand does. In other words, the international community will believe the report of the U.S. Department of State rather than the excuses or explanations of Armenia. It will believe it not as absolute truth but as a political stance because the report of the U.S. Department of State, even if it contains a blunder, is nevertheless a political document, and the reaction of Armenia, even if it is true, is a boyish behavior.

But let us assume for a while that the Americans blundered, and the report was written by some very subjective person, who has nothing to do with the U.S. official stance, as official Yerevan states. I understand that for the reader it will be difficult to continue to read through but I am nevertheless asking you to respect the presumption of insanity of the Armenian government and to view the issue from this dimension as well. Let us suppose that the United States erred. After all, everything is human, and this country, strange though it may seem, is also ruled by humans, like in our country. Such humans who work, for instance, at the Armenian embassy to the United States. There is such a body, and the name of the ambassador, as far as I can remember, is Tatul Margaryan, he used to be deputy foreign minister, then for some time he was the representative of the Armenian president to the Armenian-Azerbaijani talks and had a few meetings with the representative of the Azerbaijani president, the deputy foreign minister Araz Azimov. Perhaps he uphold the Armenian standpoint duly during these meetings and was rewarded an appointment of Armenian ambassador to the United States. Actually, for the Armenian diplomatic corps appointment of ambassador to the United States is a reward rather than an important job, and the example of the report of the State Department is evidence to this.
The Armenian embassy to this country should have known about the preparation of the report of the State Department. Our legation should have inquired about what statements on Armenia would be included in the report, what problems it would touch upon, what undesirable approaches it would contain which should be attended to and prevented in time, before the document would be circulated. The embassies should perhaps work towards this, otherwise, if their job is to organize parties on the 15th anniversary of independence and squeeze tears from the eyes and money from the wallets of the Diasporans, there is no need to waste money, and send the diplomatic corps to the United States once in five years.
Of course, nobody would inform the Armenian embassy about the contents of the report, but the job of the embassy is to spend the time free from ceremonies on diplomatic work, set up links with the influential circles of the Department of State, have its own sources of information, and learn about the political intentions of this country related to Armenia beforehand, and not from the media. However, the embassy is not the cause but the effect, the effect of the situation that exists in Yerevan, the ruling elite, where everyone has their own ambassador, and everyone cares for what this country thinks about them not about the state.
