AZERBAIJAN WILL HAVE TO NEGOTIATE WITH KARABAKH
- On March 12 NKR President Arkady Ghukasyan and the OSCE Minsk Group co-chair Bernard Fassier met in Yerevan. This time the French co-chair represented all the three co-chairs of the OSCE Minsk Group and will inform the other two co-chairs on his meetings. After the meeting, which lasted for an hour, Bernard Fassier told the news reporters that a number of questions were discussed, namely the meeting of the foreign ministers of Armenia and Azerbaijan. The meeting will be on March 14 in Geneva.
Besides, Bernard Fassier stated that the return of the refugees is the most important issue, and it is impossible to launch the return of refugees unless there is “the house, the roof, the sewage, electricity.”
“The return of the refugees should be prepared for thoroughly. The security of return should be guaranteed. I know what it means to organize early return of refugees without providing the conditions I mentioned,” Bernard Fassier said. Arkady Ghukasyan says the return of refugees is the last question to discuss and is not on the table presently. “We have discussed more important issue,” Arkady Ghukasyan said. “One of the primary issues we discussed is the participation of Karabakh. Mr. Fassier has a very clear idea that without NKR it is impossible to settle this issue. Unfortunately, not everything depends on the co-chairs. Certainly, the standpoint of Azerbaijan is important who is reluctant to negotiate with Karabakh. But this is an obstacle that can be eliminated. Mr. Fassier presented the standpoint of the co-chairs and we do not always agree with this standpoint,” Arkady Ghukasyan stated.
As to the statement of Ilham Aliyev that Armenia was created on native Azerbaijani territory, Arkady Ghukasyan considers unserious and preposterous, which is not worth to be taken seriously. “Everyone has emotions, however, his status should hold him back from such statements. It is not appropriate for Ilham Aliyev to make such statements. Whereas this statement implies that Azerbaijan is not ready for settlement and is complicating the situation even more,” Arkady Ghukasyan says.
“My meetings were useful and constructive and I hope so will be the next meetings, we arranged to continue the dialogue,” Bernard Fassier said. Meanwhile, Arkady Ghukasyan said the co-chairs increasingly need more contact with the leadership of Karabakh. The NKR president says they are aware of the details of the talks but are devoid of the possibility to “see, understand this process.” “The current format of the talks is not a real format,” the NKR president concluded. By the way, Arkady Ghukasyan does not expect much from the upcoming meeting of Oskanyan and Mammedyarov but he believes that these meetings are important. He thinks the meetings of the presidents are more important than the meetings of the foreign ministers. He supposed that Kocharyan and Aliyev may meet before the Armenian presidential election but he found it difficult to tell whether this possible meeting will be breakthrough.
Arkady Ghukasyan also stated that there are major and minor controversies between the governments of Armenia and Karabakh, however, these are internal problems which need not be discussed publicly. “We are not moved by emotions but by arguments. The forceful argument wins.”
Arkady Ghukasyan found it difficult to tell the exact time of settlement of the conflict but he said Karabakh suffers the most from the state of no war, no peace. “But we have principles we never betray if this issue ignores the interests of Nagorno Karabakh, we do not need such a settlement. In any case, Azerbaijan will have to negotiate with Karabakh if it wants to settle the issue,” the NKR president said.
