
THE MILITARY’S RIGHT TO VOTE SPARKED DEBATE
The day of the parliamantary election is May 12. The Central Electoral Commission will meet four times a week until May 12. With the National Assembly 2007 drawing nearer, the first meeting of the CEC took place on February 1. There were 30 points on the agenda. It was the first meeting of the CEC with its new staff. The CEC now includes Artak Kocharyan, the representative of the United Labor Party, and the old and new representative of the National Solidarity Party Zaven Pluzyan.
27 out of 30 points were technical questions, amendments to the decisions of the Central Electoral Commission to adjust them to the amended Electoral Code. Three questions were notable: participation of the military in the election, inviting advisers and setting up a supervision service under the Central Electoral Commission. The latter was set up without causing major controversies but the other two sparked a heated debate. Felix Khachatryan, representative of the Ardarutiun Alliance asked questions on the draft decisions. The CEC vigorously rejected Felix Khachatryan’s proposal to open the envelope with register of the servicemen sent from the military units in the beginning of the voting, at 8 in the morning. It should be opened as soon as the military show up at the polling station, if they do not show up, the register will remain in the envelope, Garegin Azaryan and the others stated. “At other times the military show up 5 times, why shouldn’t they show up this time?” Felix Khachatryan wondered. Eventually, the proposal of the majority was accepted.
The question of inviting observers will remain open. There are people in the Central Electoral Commission who propose holding discussions including the president, the government, the National Assembly and the Central Electoral Commission. Felix Khachatryan reminds that when we are invited to observe elections in the CIS states the non-opposition members of the CIS usually go.
