PROPOSALS BY OPPOSITIONISTS AND AZERBAIJANIS WERE NOT INCLUDED IN RESOLUTION
Although Speaker Tigran Torosyan, who leads the parliamentary delegation of Armenia to the PACE is against self-appraisal, he stated in a news conference on January 29 that all the 5 resolutions on the commitments and obligations of Armenia adopted over the past 3.5 years while he was the head of the Armenian delegation to the PACE reflect the achievements of Armenia, the delegation has worked effectively but not all the members were effective. The resolutions have fostered honoring of our commitments, no proposals offered by the Azerbaijanis were included in the resolutions, said Tigran Torosyan, adding that the proposals by our oppositionists were not included in the resolutions either.
Tigran Torosyan has just returned from Strasburg and summed up all the work that has been done, because the Armenian delegation will not participate in the spring session of the PACE in April, considering the pre-election process that will have started by then. Tigran Torosyan assures that in Strasburg this is considered as an acceptable reason for absence.
The latest PACE resolution on Armenia’s obligations and commitments was adopted January 23, 2007. Resolution 1532 is unprecedented, according to Tigran Torosyan. “It does not mean, however, that Armenia has no shortcomings, or Armenia has fulfilled all its obligations. After the constitutional reform 51 laws were to be adopted, only 27 have been adopted.” Therefore, Tigran Torosyan thinks that monitoring of honoring of commitments should continue to solve a number of problems set down in Resolution 1532, namely corruption, ill-treatment by the police, etc., and “to hold a compliant parliamentary election.”
The speaker of the National Assembly has the right to invite observers. Tigran Torosyan stated that when the president signs the decree and appoints the election day, he will consult the president and the government, and each will invite observers.
