20 PAGES OF ACCUSATIONS AGAINST 4 POLITICAL PARTIES AND 1 GOVERNMENT AGENCY

Ruben Torosyan, the president of the Supreme Council Club of Members of Parliament and the leader of the Human Rights 96 Party, compiles facts of breaches by political parties and government agencies and published a booklet entitled “Election 2007 Falsified in 2006” Ruben Torosyan has been talking about for several years now and especially in the months preceding the election. The presentation of the booklet and the press conference was on January 11. The booklet includes breaches by the ARF Dashnaktsutyun, the Republican Party, the Bargavach Hayastan Party, the People’s Party as well as the Central Election Committee. Similar booklets will appear, entitled “Political Corruption As Strategy”, “Court of Law or Notary’s Office”, “Procuracy or Postal Service”, “Justice of a Demagogue Minister”, “The Adventures of Central Election Committee Chair” and others.
According to Ruben Torosyan, the issues raised in the booklet “Election 2007 Falsified in 2006” have legal grounds and can be solved if the forces with a healthy mindset work together. Otherwise no because if the breaches are not eliminated, “those will run in the election who are naive or have arranged everything beforehand.”
He enumerates the following breaches: the defense minister, who is a soldier, cannot be member of the Republican Party. Serge Sargsyan cannot be defense minister because he is not a colonel, as required by the law on military service. “Serge Sargsyan is the only leader of a law enforcement agency who defies the law and violates it by a misinterpretation. If the minister of defense becomes member of a political party, the army is not politically neutral any more,” Ruben Torosyan says.
The Armenian organization of the Armenian Revolutionary Federation is not registered with the State Registry of Armenia. “A document was registered with the State Registry which has nothing to do with either the world organization or the Armenian organization of the ARF Dasnaktsutyun. A political party which is not registered has a faction in the parliament and ministers.” The problem is not the formalities. Foreign capital comes during the elections, and the other political parties are left out of competition, Ruben Torosyan says.
There is no political party called Bargavach Hayastan. There is a charity with this name, “evidently a charity organization.” According to Ruben Torosyan, the Bargavach Hayastan is already said to have 500 thousand members but it does not have regulations and a program yet. “It is not clear why half a million people have joined it.” By the way, Ruben Torosyan has taken the facts on the Bargavach Hayastan Party from the official website of this organization. “The prime minister states that there was no founding conference of the Bargavach Hayastan Party but takes no actions,” Ruben Torosyan says. He also accuses the People’s Party of charity with the name of a political party. “The People’s Party is engaged in a vigorous, creative, unprecedented charity. But when it is related with political activities, it is already dangerous.”
The Supreme Council Club of Members of Parliament and the Human Rights 96 Party sent these proposals to the law enforcement agencies, as well as the abovementioned organizations and international human rights organizations.
