Although the OSCE Minsk Group co-chairs voted differently to the proposal of the GUAM in the session of the UN General Assembly, nevertheless, there are no controversies between them. The foreign minister of Armenia Vardan Oskanyan announced this on September 29. The United States voted for discussing the question of the conflicts in the GUAM space in the UN, France abstained and Russia voted against.
“This is a greater problem, and everyone expressed their standpoint connected with expediency, with regard to including this question in the agenda of the UN General Assembly. Therefore, there is not a conceptual controversy yet. The co-chairs will make their standpoint clear after the text is circulated,” says Vardan Oskanyan. Armenia will make its standpoint clear after the text, depending on what the UN resolution on the GUAM conflicts will be like. If it is unacceptable for Armenia, Armenia will do everything it had announced, and will demand that Karabakh also become a party in the negotiations. This does not mean, however, that Armenia will quit the negotiations. Karabakh will be the third.
