
IRAN – KUWAIT – BITUMENGATE
On September 22 the press service of the government released interesting information. According to this information, the minister of territorial management Hovik Abrahamyan met with the ambassador of Kuwait, whose residence is in Tehran. There seems to be nothing interesting about this, routine, especially considering that the minister of territorial management and the ambassador of Kuwait discussed the possibilities of assistance of Kuwait to reconstruct or construct rural infrastructures, water supply, community roads, implementation of the purposes, as well as engagement of different foundations operating in that country.
However, the meeting becomes rather interesting after casting a glance at the roads of Armenia and Nagorno Karabakh. The point is that road building in Armenia has come to a halt, in those places where tarmac is built, the work has almost stopped. The point is that according to reliable sources there is shortage of bitumen in the Republic. Almost no bitumen is imported, and whatever is left is used for “highly important” roads. Currently Admiral Isakov Street is being repaired, which connects the airport and Yerevan along which the French President Jacques Chirac will drive in late September, and it is natural that the road should be repaired in time. They even say that the mayor of Yerevan Yervand Zakharyan reproached the head of the Yerevanproject Company Gurgen Musheghyan for the delaying.
This is not important, however. Bitumen is important. The existing bitumen was used to repair this street of the capital. Instead, for instance, the repair of a major part of Tigran Mets Street, repaired on the funding of Lincy Foundation, stopped a long time ago. The same situation is in the other regions of the country and Nagorno Karabakh, where the construction of North-South highway has stopped. Even in some communities of Yerevan the traditional “patchwork” was dug but the tarmac is being late.
Meanwhile, it is known that Armenia has two major or almost unique sources of bitumen, Kuwait and Iran. There are problems with the Iranian bitumen connected with the United States. There is one stipulation on the tarmac built on the American money – the bitumen should not be imported from Iran. Meanwhile, the bitumen is profitable for Armenia which has low quality but is rather cheap. The Lragir has informed that the government of Armenia, namely Artashes Tumanyan took an interesting step. They registered an organization in Kuwait, which allegedly imported bitumen to Armenia. Whereas, we have learned that the bitumen was imported from Iran.
Hence, considering this deficit of bitumen, the meeting of the Armenian minister of territorial management and the ambassador of Kuwait cannot be considered a usual working meeting. Moreover, two major American projects will be implemented in Armenia, which involve a considerable volume of repair of roads. And in this case it is becoming essential that the residence of the ambassador of Kuwait is in Tehran. Tehran is the capital of Iran, whereas the Americans do not allow to import the Iranian bitumen to Armenia.
