PROSPEROUS CRIMINAL
“The recent assassinations first show how the failure to punish gives rise to new crimes, and then support the simple truth that the criminal is prospering in Armenia,” stated Stepan Demirchyan, the leader of the Ardarutiun Faction in the parliamentary briefing on September 15. The topic of the criminal and anti-criminal movement was one of the core topics of the briefing, and all the forces who had showed up at the briefing touched upon it. And all the groups and factions showed up except the faction of the United Labor Party and the People’s Deputy Group.
The six forces who showed up can be divided into two unequal groups. Four spoke about the struggle against corruption, and two spoke about the exaggerated state of the criminal and the artificial fuss. The minority was the Republican Faction and Businessman Parliamentary Group. The leader of the Republican faction Galust Sahakyan said it is natural that the accusations based on the criminal are against their political party.
“Such definitions are generally a function which is not one of the political functions. At the same time, I think, these speeches or phrases about the Republican Party are natural because presently it is the most viable force in the country, it is a pre-election year, currently it will be defined thus, which is libel, I think in any case we are ready to reply to any figure or poltiical force. And the time of the reply is not far away,” says Galust Sahakyan.
Mekhak Mekhakyan, the leader of the Businessman Group thinks that the state of the criminal is worrying, and there is not an adequate activity on behalf of the law enforcement system, but he thinks it is not worthwhile to “exaggerate the situation and make a fuss out of nothing”.
Although there were four forces, which have an anti-criminal stance, the Orinats Yerkir Party, ARF Dashnaktsutyun, Ardarutiun and National Unity, nevertheless they could be divided into two parts, and in that case the National Unity Party would be the minority. The point is that this political party does not accuse the criminal or the Republican Party, which has sheltered it, but the “godfathers” of the criminal, says the deputy leader of the National Unity Alexan Karapetyan. “That is the tandem of Robert Kocharyan and Serge Sargsyan. The rest are additional. If they fail to speak about this, it means the opposition figures do not have the right orientation or they fear,” says the deputy of Geghamyan. The other parliament forces which had showed up at the briefing gave more clear evaluations of the criminal. “We consider this as a highly serious problem, and the problem is not only the assassinations but that the criminal is penetrating into the political sphere, and the Orinats Yerkir Party is ready and will consistently struggle against this phenomenon. It will struggle using every possibility that an opposition political force may have. We consider the anti-criminal movement highly important, we will take part, there will be talks to figure out the mechanisms,” stated the deputy leader of the Orinats Yerkir Party Mher Shahgeldyan.
The leader of the Ardarutiun Alliance Stepan Demirchyan announced that the situation shows that the government is unable to struggle against illegalities. In order to hear the stance of the relevant government agencies the ARF Dashnaktsutyun has appealed to the Standing Committee of Defense, Internal Affairs and National Security, and together they decided to hold parliamentary hearings and invite the leaders of the law enforcement agencies to hear their explanations.
In answer to the prime minister’s statement that the information about the criminal is exaggerated, the leader of the ARF faction says, “If we thought that there is no such situation, we would not appeal to the Committee, we would not make such a statement and as a result there would be no hearings.” However, unlike the oppositionist Ardarutiun Alliance and Orinats Yerkir Party, which are willing to join the movement, the ARF Dashnaktsutyun doubts the success of the movement.
“You see, every movement that starts, if it considers its first objective to figure out the roots of the word, who understands what by saying criminal, the content of the criminal, and appears to tend to shift the discussion into the linguistic, morphological aspect, it appears that it is an academic talk rather than a definite political standpoint, or a mechanism that would help to bring into being this standpoint. There is time to see, to understand what mechanism can bring it into being,” says Spartak Seiranyan, member of the ARF Dashnaktsutyun faction.
In other words, it is clear that even the ARF Dashnaktsutyun, which is part of the ruling coalition, does not consider the anti-criminal movement obsolete or impertinent. What it says is that there is not a mechanism. This is considerable progress unlike those who cannot see facts or evidence proving that there is criminal. The deputy leader of the Orinats Yerkir Party states for these people that soon the facts will be published, and the Orinats Yerkir Party will bring its contribution. And Stepan Demirchyan tells for those who want facts that the reality is all criminal.
