
SPECIAL ATTITUDE BY RUSSIA
- Before the start of the presidential elections and in the course of the whole pre-election campaign any kind of information regarding the current situation of the Armenian-Russian relations and the official Moscow’s preferences in our country’s internal political domain was published and discussed.

However, the elections ended, and the stormy post-electoral developments as well as the President-elect’s very first visit to Moscow put an end to all kinds of fairytales invented for several months continuously. Serge Sargsyan found a high level reception in Russia: within a day’s period meetings were organized with four key figures of the state, i.e. acting President V. Putin, President-elect D. Medvedev, Prime Minister V. Zoubkov and Mayor of the town of Moscow Yu. Louzhkov.
It’s obvious that by its special attitude towards the Armenian President-elect, the Russian leadership pursues several tasks simultaneously:
First: to finally dissipate all kinds of unfounded illusions deriving from the “diplomatic posture” sometimes adopted by the Russian leadership with regard to the electoral struggle that continued in Armenia for several months on end, make it clear to everybody that the winning candidate in the Armenian presidential elections is the very person Russia wants to work with.
Second: By way of providing political support to Armenia’s President-elect, to decrease, to maximum possible extent, the likelihood of making a political, diplomatic, economic and any other pressure upon the ally country.
Third: To reach an agreement with the Armenian President-elect with regard to the issue of ensuring the continuation of the preceding political arrangements and economic programs.
During his working visit, S. Sargsyan stated in his turn that the official Moscow’s “unequivocal approach” towards the political processes in Armenia have established firm grounds for the further extension of the mutual cooperation, the main priorities of which will be maintained during the tenure of the two countries’ new Presidents as well. Accordingly, the parties confirmed their willingness to maintain and extend the Armenian-Russian cooperation which has acquired a strategic character.
The primary task among them is the issue of confronting the new challenges observed in the region. Such challenges have their military, military-technical, communicative and diplomatic aspects. During the recent negotiations there was a discussion over all the principal aspects of the issue, including the current situation in the Karabakh settlement process and the joint infrastructure programs in the spheres of energy, transport and telecommunications.
Considering the new developments observed in the region, Armenia will also continue its close cooperation with Russia both on the bilateral level and through the CIS Collective Security Treaty. It is noteworthy that the extensive military trainings in the frameworks of the CIS Collective Security Treaty will be organized in Armenia this summer, and Armenia will assume command of the trainings.
Russia has expressed willingness to improve and extend the transport infrastructures linking the two countries; such infrastructures will facilitate the transportation of the Armenian goods and first of all – agricultural products, to Russia and their realization in the Russian markets. Within the frameworks of the working visit S. Sargsyan’s meeting with D. Medvedev was of special importance. By this meeting the “baton” of strengthening the Armenian-Russian mutual cooperation was actually handed to the two countries’ new Presidents, elected almost in the same period and not yet inaugurated. This phenomenon is gradually acquiring the force of tradition in the Armenian-Russian mutual cooperation. By forming an atmosphere of mutual trust and respect, the new leaders of the two countries commit themselves to guaranteeing the achievements as well as solving the problems that still await a solution.
Clearly, the visit of our country’s newly elected leader to Moscow could not have been perceived unequivocally either inside Armenia or in our region, and the various responses and comments by Turkey and Azerbaijan are quite conceivable. The recent fantastic and illogical assumptions and comments publicized by the media supporting the Armenian opposition should also be approached with understanding.
However, even those “biased responses” come to prove that S. Sargsyan’s first working visit has reached its goal, and its results will contribute to the stabilization of our country’s internal political life and the strengthening of Armenia's positions in the region.
The official Moscow's clear-cut and unconditional support to the Armenian President-elect is sure to have a wholesome effect on our country's internal political and international situation.
