- And thus, the Central Election Commission (CEC) did not receive any application for withdrawal, which means that the names of all the 9 nominated candidates will remain on the ballot-papers.

A question arises as to why the 9 candidates’ various plans for consolidation, as well as the active negotiations held recently with the purpose their implementation fell flat this time as well.
Let’s also keep in mind that the campaign showed the pro-Government candidate’s obvious advantage over all the other contenders. So, all the objective and subjective preconditions prompted the serious likelihood of uniting the efforts of the three well-known pro-Western activists, i.e. L. Ter-Petrosyan, A. Baghdasaryan and R. Hovhannisyan (despite the fact that the latter is not running for President).
Of course, such a step would not have united the whole electorate supporting L. Ter-Petrosyan and A. Baghdasaryan under a single banner, because uniting radical voters with those having moderate ambitions is extremely difficult, if not impossible. But if, in the context of the elections, such a step did not promise visible changes in the general arrangement of the political forces, the consolidation will, nonetheless, give rise to extra self-confidence and enthusiasm inside the pro-Opposition camp.
We believe there are two principal reasons underlying the failure of establishing a Ter-Petrosyan -A. Baghdasaryan-R. Hovhannisyan union.
The first reason is that this kind of union could be proposed solely by L. Ter-Petrosyan’s candidacy. Whereas there are simultaneously two political figures enjoying a higher rating, i.e. A. Baghdasaryan and R. Hovhannisyan (who is not participating in the current campaign), that have their own programs with regard to the next presidential elections. A. Baghdasaryan is young, and in case of ranking as the second candidate on February 19, he may really become one of the serious contenders of the next presidential elections. As regards Raffi Hovhannisyan, he was also reluctant to appear under the shade of the ex-President and thus endanger his future.
The second reason, which is no less important, lies in the bottom of the so-called “underground” of the possible union, since we believe that L. Ter-Petrosyan’s haste in publicizing the possibility of the “union of three” (as mentioned in a speech delivered in front of the voters of Lori marz) was a “message” directed to the serious Western forces beforehand, and apparently, it failed to reach its goal. And the goal was to change the positive attitude towards the pro-Government candidate by way of creating a possible illusion of the Opposition’s victory.
The West knows well who the next President of Armenia will be and is unwilling to make futile efforts of troubling the waters of our internal political life with the purpose of catching a fish there.
After all this, Serge Sargsyan has the right of reminding them about his predictions, previously made during the rallies: that the elections will be held with the participation of all the 9 candidates. “As they say, we know our clients,” the Prime Minister noted.
And because those “clients” are also familiar to us, we have the right to predict not only the results of the February 19 voting, but also the post-electoral developments expected thereafter. The pro-Opposition candidates’ failure to unite together will exacerbate the struggle for the second position, and as a result, they will not act on a united front in the post-election period either. L. Ter-Petrosyan and the surrounding team of the former statesmen, each of which already pictures himself as an official sitting in an easy chair, will certainly lead the struggle till the end.
However, Arthur Baghdasaryan, who strives for the second position, will, after reaching his goal, strengthen the role of an Opposition leader and have greater ambitions in future.
And this means that unlike ex-President L. Ter-Petrosyan, who is making the last attempts of resuming his post in the current campaign, the leader of “Rule of Law” party will have much to lose in the post-election period.
