
ELECTIONS START, SHOOTINGS BEGIN?
- As informed by the Web site of the General Prosecutor’s Office, on the night of January 31 some unknown individual(s) took a shot at the window of the large collegium conference-hall of the General Prosecutor’s Office. The shot, released from a “Makarov” pistol, was pointed at the window from V. Sargsyan Street. The conference-hall is situated on the third floor of the building, and its windows form the continuation of the row of windows of the Prosecutor General’s working room. Property damage was caused.

In connection with the incident, the Investigative Service has instituted a criminal proceeding under Article 258, Section 4 of the Criminal Code. The site was examined, and 1 bullet was confiscated from the area; criminological expertise has been appointed.
Let’s first of all state that although the incident bears a criminal character, we believe that it has political motives.
The activities of the General Prosecutor’s Office have always aroused and will always arouse complaints among the accused and offenders, their relatives and friends; however, it is not accidental that the shooting directed at the building of the Prosecutor’s Office was released now, on the threshold of the presidential elections, when provocations aiming to create artificial tensions are gradually gaining momentum.
Besides, it is obvious that the shooting was not a protest against the General Prosecutor’s Office in general; it was not an expression of indignation against it. It was a warning to the Prosecutor General. A person possessing a “Makarov” pistol and having the courage to shoot at the building of the Prosecutor’s Office could not have been unaware in what particular direction he was firing his shot.
He couldn’t have been unaware that at a distance of just a few meters from the window of the collegium conference-hall was the office of Prosecutor General Aghvan Hovsepyan. In the meantime, a person having an intent to shoot at the window of the office could hardly have mixed anything and shot at the window of the conference-hall.
We believe that the sense of the warning is clear too: next time, instead of the collegium conference-hall, the target of the shooting will be the window of the Prosecutor General’s office situated a few meters away. And the incident will not occur at night, but rather - by day; more precisely, at moment when A. Hovsepyan will be in his office. And instead of a “Makarov” pistol, the shooting will be released from, say, a sub-machine gun or a grenade cup.
According to available information, the policeman who were on duty in the General Prosecutor’s Office at night did not hear the report of the shot, and this can probably be accounted for by the use of a muffler.
Judging by the incident, it probably makes sense not only to establish a stricter internal security control over the General Prosecutor’s Office and the other governmental buildings, but also organize their external control with the help of relevant services.
