WHILE THE CO-CHAIRS MAKE HASTE
- Azerbaijani Leader Loses Control
OSCE Minsk group co-Chairs substantiate the inevitability of their regular regional visit, by their desire to acquire the verbal agreement of the Leaders of Armenia and Azerbaijan on the principles of the regulation of Karabakh conflict, represented in Madrid on November 29.
With that end in view, the co-Chairs have already visited Azerbaijan. Yesterday they visited Yerevan, after which they are planning to visit Nagorno Karabakh. The haste of the co-Chairs to obtain the verbal or gentleman agreement of the two parties on the document represented in Madrid can probably be explained by their desire to provide the succession of our country’s policy regarding Karabakh issue. There are lots of similar examples in the world practice. Because, in every country, change of power presumes at least a theoretical probability of the review of political principles.
But the before mentioned standard observations bury in oblivion not less important realities:
a) At the present stage of the pre-election campaign in Armenia there is no program presuming a harsh stance towards Karabakh issue, and Minsk group co-Chairs are well aware of this fact.
b) The policy of obtaining verbal agreement on the proposal clearly formulated in Madrid has no prospects, especially in case of Azerbaijan, (lets remember the famous story when Heydar Aliev changed his mind after the Key West negotiations).
c) And finally it is evident that the recent pretentious announcements made by Azerbaijani President Ilham Aliev don’t give any hope of reconciliation from their side.
Particularly in his most recent announcement and his New Year speech Ilham Aliev clearly underscored that Karabakh people’s right to self-determination can be realized only in the framework of Azerbaijan’s territorial integrity, otherwise Armenian’s can constitute themselves in any other place, out of Azerbaijan. Which means, Azerbaijani leaders are not only reluctant to accept the proposals, put forward by the co-Chairs in Madrid, but also intimidate to realize ethnic cleansing in Nagorno Karabakh.
Naturally in such atmosphere the co-Chairs must firstly set a task to neutralize the threats of war in the region and reconfirm the principles of the peaceful regulation of the conflict. It seems that it is for this very purpose that they are going to participate in OSCE monitoring, previewed on the borderline, near the village Yusifanli, on January 16.
But judging from the announcements heard from Baku during the visit of the co-Chairs and the responses given by Armenian side, we could even say that the present mission gave quite opposite results. Matters took such a turn, that yesterday Presidential Press-Secretary had to observe the impolite expressions made by Azerbaijani President regarding Armenia and Armenian people as a result of a celebration of “long and fiery New Year Holidays” by Azerbaijani President.
Besides that the spokesman of Azerbaijani Foreign Ministry, Khazar Ibrahim has openly showed disrespect towards OSCE Minsk group co-Chairs. In his opinion, Azerbaijan is interested towards their visit to the region, only in terms of getting information about Armenia’s stance.
This means Azerbaijan is absolutely not interested in the document represented by the co-Chairs in Madrid. They said the most important thing is that “Representatives of Armenia must see the reality.”
It turns out; the regional visit of OSCE co-Chairs has only inflamed the verbal shooting between the two sides, without showing any good results. This gives reasons to presume that the haste of the international community is conditioned by quite different motives that have nothing to do with the forthcoming presidential elections in Armenia or the tongue-training of Azerbaijani President that has become very usual recently.
Azerbaijan is becoming more and more unpredictable. The tactics of abuses, threats and swaggering adopted by its leaders hampers the peaceful regulation of the conflict as well as contributes to the confrontation between the two people.
