KOSOVO NOT A PRECEDENT
- In comparison with other conflicts, Nagorno Karabakh is closer to reaching an agreement based on the Helsinki principle, Matthew Bryza said.

According to him, there is no common precedent for all the conflicts, and the solution of the Kosovo issue may not serve as one. Each precedent has its peculiarities; therefore each solution should have its peculiarities too. No common precedent is possible; otherwise any separatist movement in the world would desire to gain independence, while this is not advantageous to anyone.
“The parties involved in the NKR conflict have an obligation to reach a solution based on the principle of mutual concessions; and the principles prescribed by the Helsinki Act should have their reflection there. I don’t think the Government of any country would desire Kossovo to be immediately declared as a precedent,” the Co-Chair said.
