How Will It Affect?

The topic of the seminar organized by “Hamadsaynutyun” (agreement) center yesterday in hotel “Congress” was “NATO and South Caucasus”. However the two reporters of the seminar weren’t of one mind about NATO’s involvement in the region and the development of Armenia-NATO cooperation.
American analyst Richard Kirakosyan welcomes the development of the cooperation and the presence of the military-political structure in the region. While adviser to the ex-president Jirayr Liparityan has lots of questions.

Reformed NATO and We

According to Richard Kirakosyan our impressions about today’s NATO aren’t updated. We should know that the structure has extended the frame of its functions. It gives more importance to the political component than that of military. “This structure has definitely changed its status in terms of mission and mandate.”
That is why the presence of the structure, guided by new standards, in the three South-Caucasian Republics that have a serious role in the guarantee of security in the region, is desirable.”
According to the analyst, NATO’s involvement in the region and the development of the relations is “ important to hold back the atmosphere of danger”.
Because “the character of the threat and danger has been changed not only because of 9/11, but because the threats in this region are of trans-boundary nature. Therefore trans-national threats of that kind need trans-national solution.” Besides that the noticeable tendencies also “oblige” to cooperate with NATO. Such as “ the dangerous tendency of a militarization of this region, which, as you would expect, causes abrupt increase of military expenses. And finally, despite the fact that Armenia has already recorded certain progress, it still needs to develop the democratic processes.” The speaker noticed.

We Should Manifest Caution

Jirayr Liparityan said “It is a bit unclear why NATO exists after the collapse of the Soviet Union.” And, if at present the goal of NATO’s existence is clear for Jirayr Liparityan, anyway he can’t help asking,” Which problem of Armenia and other South Caucasian republics can NATO solve? “
He thinks European structures like CoE, EU and OSCE, can find better solution to both political and even military problems. That is why we should call things by their names and instead ascribing certain functions to NATO, to call it “The principle tool of the United States.”
We need three-level analyses to understand to what extent NATO-South Caucasus cooperation is important. “First – on the world level it is an uncertainty of the future. That is to say the roles of Russia, China and India are changed. And the United States doesn’t manage to clarify its relations with the world.”
Second,” We are not sure whether the United State will manage to control the two counterbalanced directions. First – to support democratic processes and second – to support dictators. Moreover it is not yet clear what the USA wants. “Does it want to be a hegemony empire or a multi-polar international system.” Professor of Michigan University asked.
At the end of his speech J. Liparityan advised to manifest caution in the relations with NATO, not to face complications. Because it is like a “pill” if it is helpful for someone it doesn’t mean that it is helpful for everyone. “ No pill has good influence on every body.”
