
POLITICAL DEVELOPMENTS TO BE WITHOUT CONCUSSIONS AND PEACEFUL
- Adviser to the president on national security issues, head of the political and strategic investigation institute Garnik Isagulyan shared his viewpoints regarding the process of the parliamentary elections and election returns.

The speaker reminded that long before the elections he has already stated that the people will vote for the political powers that possess operating party structures. For those parties that didn’t waste their time and set up structures in all the provinces, towns and communities, later to show good result in the elections. Those who pinned their hopes on populist announcements, TV air times and press conferences, failed.
G. Isagulyan underscored, over again, that to have success in the elections opposition should have united. “For unknown reasons, they thought that if they participate in the elections separately they would have more time and opportunities to criticize the authorities. They thought, thus more pro-opposition parties would be represented in the parliament. It is evident that their predictions didn’t come true.”
The adviser to the President said the Republican Party managed to obtain an unprecedented amount of votes because they set up structures in all the dwelling places in Armenia. Parties with clever tactics managed to have success in the elections. ARF also managed to set up productive pre –election headquarters in many dwelling places in Armenia. Regarding “Bargavach Hayastan” party he said the latter established it’s headquarters in 75% of the constituencies. The Republican and Heritage parties showed the highest rating increase.
The speaker said the party Heritage used a new technology, something that has never been used in Armenia. On Saturday’s or Sunday’s Raffi Hovhannisyan used to visit “Vernisaj” (a place where Armenian artists or craftsmen usually sell their works) and speak with the people. On weekdays he visited markets and fairs. He also cleverly used the demonstrations of opponent parties, distributing their brochures to the people gathered there.
According to G. Isagulyan the failure of United Labor Party can be due their wrong calculations, “Probably according to their calculations only 55% of the voters were going to participate in the elections. And definitely knowing the number and destination of their electorate they were 100% sure that they would be able to overcome 5% barrier. They would probably manage, had the people been less active.”
Despite the fact that the Republican Party represents majority in the parliament, “Chairman of RPA council, Prime Minister Serge Sargsyan has already announced that he will keep his promise and involve both parliamentary and extra parliamentary political powers in the government. This will provide an opportunity to have a multi-format government. I hope other parties will think this proposal over and will admit it.”
According to G. Isagulyan the pro-opposition powers are well conscious that their own mistakes caused their failure and that the before planned post election “movement” is also doomed to failure.
The speaker assured that the political developments would be of peaceful character. “In 8 months Presidential elections are in store. The name of the pro-governmental candidate is clearly mentioned. Opposition should be able to unite and advance a united candidate. Otherwise they will show the same picture during the president elections.”
“In my view it is due to organic developments that Armenia’s next president will most probably be a member of a party. This means the proportional system will prevail and most probably during the next parliamentary elections majority electoral system won’t work. I don’t exclude the fact that a neutral candidate will also be nominated for presidency and probably have real chances for success, should he get the support of serious political powers.”
