
ARMENIAN FOREIGN MINISTER'S VISIT TO ISTANBUL
As we have informed in our previous issue, Armenian Foreign Minister Edward Nalbandian met with his Turkish counterpart Ali Babacan in Istanbul. The meeting roused a keen response among the Turkish and West news agencies.
Before touching upon the responses of the news agencies, we want to mention the two countries' Foreign Ministers' announcements made at the end of the meeting.
According to the Turkish Public TV, Ali Babacan said that issues of bilateral relations, "Stability and Cooperation Platform in the Caucasus" and political developments of the region were discussed with the Armenian Foreign Minister Edward Nalbandian.
Turkish Foreign Minister assessed the meeting as rather useful and constructive adding, "The discussions were held in a favorable atmosphere. We aim at a full normalization of relations. In order to achieve our purpose we will continue the meetings with a strong will".
Armenian Foreign Minister affirmed the words of his Turkish counterpart, "We have decided to continue our efforts into normalization of the relations", "Zaman" reports.
"Sabah" mentions, "After the meeting with Nalbandian, Ali Babacan will leave for Azerbaijan probably in December, to speed up the process of trilateral dialogue. After the start of the process of Azerbaijan-Armenia dialogue, creation of the "Stability and Cooperation Platform in the Caucasus" is supposed.
The Turkish news agencies positively assess Edward Nalbandian's visit. Moreover, they qualified the meeting as a recurrent manifestation of reconciliation. At the same time, they mention of Cardinal Walter Kasper's announcement on affirmation of the Armenian Genocide underlining that it hinders the reconciliation.
It is evident that before the visit of the Armenian FM Ankara tried to speed up Armenian-Turkish relations. It was conditioned by the victory of Barack Obama in order to prevent the US President from using the word "genocide" in his April 24 speech and the Congress from adopting the Armenian Genocide resolution.
According to the Turkish news agencies, on the basis of speeding up of Armenia-Azerbaijan dialogue is Ankara's "good will" to normalize both Armenian-Turkish and Armenian-Azerbaijani relations.
Ali Babacan's announcements on Turkish Public TV on the threshold of Nalbandian's visit were not casual, "The final aim is normalization of Armenian-Azerbaijani and Armenian-Turkish relations. However, in order to achieve it, we should agree on available issues that can be settled only through dialogue and diplomacy".
Karabakh conflict and international recognition of the Armenian Genocide are those issues, of course.
And even if the reconciliation with Armenia and the speeding up of Armenia-Azerbaijan dialogue do not lead to obtaining of good results, at trilateral meetings of both foreign ministers and presidents Turkey will try to dictate its will by means of its initiatives of reconciliation and speeding up of the dialogue.
Consequently, to think that Armenia will not fall under Turkey's influence at the trilateral meetings with Azerbaijan and Turkey equals to unsubstantiated optimism.

- 1991 The USSR Constitutional Oversight Committee deems unconstitutional the Supreme Soviets decision to create a Republic Organizational Committee in Soviet Azerbaijan headed by Viktor Polianichko (on 1990 01 15) in Artsakh as well as the 1991 11 23 decision by Azerbaijani President Mutalibov to dissolve the Nagorno Gharabagh Autonomous Region. It also revoked the reunification decision taken by Armenia and Artsakh on 1989 12 01. It does not annul the decision (1991 09 02) of the Nagorno Karabagh District Councils (including the Shahumian district) on the establishment of the Republic of Nagorno Karabagh. That decision was deemed in compliance with the then existing law of 1990 04 03 on the Procedure of Secession of a Soviet Republic from the USSR.
