
SPECIAL REPRESENTATIVE OF THE OSCE CHAIRMAN-IN-OFFICE CALLS FOR POLITICAL DIALOGUE
"I am the representative of the OSCE Chairman-in-office. I have a mandate of the Chairman-in-office to meet the authorities, government members and opposition members. As the situation became dangerous on Saturday, and there are victims, the arrival of the Chairman-in-office was necessary", Heikki Talvitie explained the reason of his arrival in Yerevan to some news agencies in "Golden tulip" hotel.
Immediately after the arrival Mr. Talvitie met with Foreign Minister Vardan Oskanian, President Kocharian and Prime Minister, newly elected President Serge Sargsian. The same morning (March 3) he met also with Levon Ter-Petrosian, Arthur Baghdasarian and Raffi Hovhannisian.
The message of OSCE is to persuade and assure the Armenian authorities to shorten the period of the state of emergency as much as possible. According to Mr. Talvitie, the Armenian authorities have similar position. Secondly, OSCE contributes to the political dialogue not only between the authorities and Levon Ter-Petrosian, but also other opposition parts.
Mr. Talvitie said that actually Levon Ter-Petrosian is free to move, but his guards will not follow him. "De jure he is not under house arrest, but de facto he is. Actually, if he has no assured safety he will stay at home".
According to Mr. Talvitie, the common thing between the authorities and the opposition is that all the citizens who committed crimes in Saturday's rally should be punished.
According to OSCE Chairman-in-office, the government presents that the police has facts to make arrests. "Our aim is to underline that the arrests should be limited as much as possible and only the citizens should be punished who really committed crime, and there are facts".
As compared with the Georgian elections Mr. Talvitie mentioned that Saakashvili and Sargsian got almost the same percentage of votes, but the difference is that the Georgian opposition has the opportunity of parliamentary elections. Armenia hasn't the same opportunity. "Anyway, I hope that the government will find another way for the opposition to have part in the power".

By starting to negotiate about the recognition may give the west a positive boost for a total recognition of Kosovo, in a way of standing for honesty in the world. That’s why they might tempt to do so. And since the international media is aimed to Armenia the authorities can use this in a positive way. Also shifting the public attention in this way will be good. The west will understand that the current events has nothing to do with lack of total democracy, its still going about independence of Artsagh since the fate of it is holly for Armenians. Since Europe did decide about European referendum in the European parliament recently, despite France and Netherlands rejected it, because it was damn important. And two Karabaghsy at the top of the government there is little chance for LTP to betray the nation.

- 1991 Creation of the "Gharabagh Committee" of Russian intellectuals in Moscow. The purpose was the internationalization and just resolution of the Artsakh Problem.
- 1998 The Cypriot Parliament condemns the decision to desecrate the Makar Church (in the territories occupied by Turkey) by turning it into a hotel. The Turkish forces had devastated and pillaged it during Turkey's invasion of Cyprus in 1974.
