ENHANCING ARMENIA-NATO RELATIONS
Armenia-NATO relations are rather substantial and have distinct orientation. First of all Armenia-NATO cooperation consists of the Individual Partnership Action Plan, stated in an interview after the meeting with NATO Special Representative to South Caucasus Robert Simmons the Foreign Minister of Armenia, Vardan Oskanian.
According to the Foreign Minister, the annual revisal of the action plan showed that its implementation has been successful by all means and that its results are already obvious. He said that Armenia-NATO partnership must still be enhanced and expanded. Oskanian informed that issues of Armenia-NATO bilateral relations, of regional security and of possible deployment of NATO anti-missile stations in Europe were discussed during the meeting.
Commenting on the recent warlike statements of the Azerbaijani authorities Simmons noted that NATO, although not being involved in the peace process on Karabakh, considers that negotiations are the only way of settling that conflict. He said that the activity of OSCE has proven itself constructive and successful and added that NATO is ready to render assistance if any required. Simmons stressed that NATO dislikes the warlike rhetoric and considers that military resolution of the conflict is not realistic in any case.
Speaking of the situation about Iran Simmons said that NATO is by no means against Armenia's partnership with that state. He assured that NATO is concerned rather with the problem of spreading of nuclear weapon.
Vardan Oskanian, referring to the issue of Nagorno-Karabakh said, "Armenia and the international public should analyze and estimate the present state of affairs. If there is pause in the talks until September, it should be perceived as a time-out for Armenia and an opportunity to revise its position once more and to estimate the current situation". Nevertheless the Foreign Minister said that the position of official Yerevan remains the same - Armenia is always ready to go on with the talks basing upon the present principles.
More interesting were the Foreign Minister's comments on the reasons of the statements of the Azerbaijani side. He said that the Kocharian-Aliev meeting in Saint Petersburg on June 9 disclosed Azerbaijan's intentions to stand back from several basic agreements on Karabakh. What are those intentions aimed to, is yet uncertain, he said and added that time is needed to figure out the implications of such kind of Azerbaijan's policy.
Of the latest international political events the Armenian Foreign minister pointed out the importance of the possible exploitation of the Galaba Radiolocation Station by Russia USA and Azerbaijan, particularly American military presence in Azerbaijan itself. Taking this circumstance into account, the possible shifts in balance of forces in South Caucasus becomes an essential question.
