
PUTIN'S PROPOSAL FOR RUSSIA-US JOINT USE OF GABALA RADAR STATION IS NOT EQUIVALENT TO WASHINGTON'S ANTI-MISSILE PROJECT
Last week the international society witnessed two important events: the G8 summit on June 6 in Heiligendamm (Germany), and CIS summit on June 9 in St. Petersburg. Vladimir Putin's proposal to use Gabala radiolocation station with USA gave rise to hot discussions.
Though in CIS summit the atmosphere was favorable for discussions, Armenian and Azerbaijani presidents' meeting and also Putin's meeting left their imprint on the summit.
Putin's proposal for joint use of Gabala radar station, and then Putin- Aliyev and Putin- Kocharian meetings were connected.
Azerbaijani president not only agreed with Putin's proposal, but also announced that it would improve relations between Azerbaijan, USA and Russia.
Moreover, speaking of Karabakh conflict Aliyev mentioned, "The joint use of the station will give Baku great opportunities for the effective solution of Karabakh conflict''.
The official Washington hasn't announced its attitude towards the proposal for joint use of Gabala station yet. Probably, it will be clear in early July, during Vladimir Putin's official visit to USA. George W. Bush merely mentioned that the proposal was interesting. Meanwhile, Pentagon announced that the best version to protect themselves from the missiles of Iran and North Korea is to install a radar system in Czech Republic and to place interceptor rockets in Poland.
The Chief of the Russian Armed Forces Headquarters Yuri Baluevski based on Bush's attitude and Pentagon's announcement mentioned in a press conference on June 12 in Moscow, that Putin's proposal was unexpected for USA. Then he added, "The reaction of the officials and militaries shows that the proposal was a shock for Americans".
It's evident that Baluevski overestimates the reaction to the proposal.
State Secretary Condoleezza Rice, on June 12, the next day of the press conference in Moscow, said that they could discuss the proposal, but they would not renounce the current anti-missile projects.
By the way, on June 1 in Warszawa Condoleezza Rice spoke with surprise about the Russian diplomats' rejection of US proposal for taking part in the anti-missile projects in Czech Republic and Poland.
Putin's speech in G8 Summit on installation of the abovementioned anti-missile projects in Turkey and Iraq makes evident that possibilities of Russia to shock USA or to hold up the latter's progress are very limited.
Why? - Because Putin's proposal for joint use of Gabala radar station and the US anti-missile projects are not equivalent. With this proposal Russia can only oppose the US proposal, but not to hold up the realization of the anti-missile projects in Czech Republic and Poland.
Probably Putin has nothing against the progress of Washington, otherwise it would encourage the undertakings of Bishkek to empty Manas, the last military base of USA in the Middle East and support the proposal of Kyrgyzstan on improving the Russian base there, and also would not let unanswered the announcements of Kyrgyz authorities that they were ready to expel the Americans from their country if Russia demanded.
That's probably the reason why instead of holding up the progress of the United States, Russia tries to contradict the US projects with not an equivalent proposal.
In this case Russia loses its prestige of reliable ally in the region, as when making contradictions it mentions the third countries, as in the case of the proposal of installing anti-missile systems in Turkey and Iraq, and because of the readiness for joint use of Gabala station with USA, which is a blow to Iran.
With these Russia will lose perspectives on not only military but also political presence in the region.
Even if Putin's proposal is adopted, Washington will never renounce its intendance to set a military base in Azerbaijan.
Even though the 20-year old Gabala radiolocation station (built in 1987 in USSR, now Russia is renting from Azerbaijan, the lease expires in 2012) covers the Indian Ocean, North Africa, Middle and Near East, and also Iran, and can track ballistic missiles and every flying object from 7200 km and pass the data in one or two minutes, USA will hardly make concessions to the joint use of the station.
USA doesn't have a problem of taking under the control of Iran, as the US armed forces in Afghanistan and Iraq surround this country. Its task is to provide military presence in Azerbaijan. Consequently, Putin's proposal for joint use of Gabala radar station is not equivalent to the abovementioned task, and cannot even oppose it.
What about Aliyev's enthusiasm for Putin's proposal and the latter's influence on the settlement of Karabakh conflict, it should be noted that these are different issues and demand particular approach.
