BRYZA SAYS AGREEMENT ACHIEVED ON RETURNING KARABAKH'S ADJACENT TERRITORIES
Time to time statements are made about the settlement of the Nagorno Karabakh conflict, which are rather to be described as "hopes", "expectations" and "faith", than real facts concerning real matters. And sometimes the Azerbaijani mass media bring tidings which "reveal" certain concealed details of the negotiation process.
The latest "revelations" by the President of the Republic of Azerbaijan, Ilham Aliev, were responded by the Armenian Foreign Ministry. But sometimes the Government authorities ignore dubious statements made even by the Co-Chairmen of the OSCE Minsk Group. Thus once more American Co-Chairman Matthew Bryza is making an uncertain statements and causes his own words do be doubted. In the meanwhile the public of both Armenia and Azerbaijan is conveyed contradictory information, which naturally has negative effect on the peace process.
Evidently the rumors that certain agreement between Armenia and Azerbaijan is to be signed in Saint Petersburg, June 9, on the presidential meeting, are true, otherwise why should Matthew Bryza feign do disclose some unknown principles of conflict settlement and why should Merzliakov and Fassier speak of territorial integrity when in Azerbaijan?
Armenia and Azerbaijan have indeed made progress in the peace settlement of the conflict about Nagorno-Karabakh. The authorship of this hopeful statement belongs to the USA Co-Chairman of the OSCE Minsk Group, Matthew Bryza, as The Associated Press reports. To Bryza's opinion, in result of the 10 years' work of the Minsk Group the Presidents of Armenia and Azerbaijan drove really close to surmounting all the obstacles, which hinder the moment of reconciliation.
"On the meeting of the Presidents of Armenia and Azerbaijan, Robert Kocharian and Ilham Aliev, in Saint Petersburg, June 9, the attention will be chiefly drawn to the issues which still remain unsettled," said Bryza. "In case the meeting is successful, the contradictions about the basic principles of settlement can be reduced to zero," he added.
The American Co-Chair did not explain what are those contradictions, but instead represented a number of the basic principles of the conflict's settlement. He said that the Armenia and Azerbaijan have made an agreement about returning the regions adherent to Karabakh and controlled by the Armenian armed forces, without mentioning any details concerning the terms of that "agreement".
Mr. Bryza stressed that the heads of state both of Armenia and Azerbaijan are worth praise for their efforts to assure stability and prosperity in their countries and the South Caucasus as well.
On behalf of the Armenian Government representative of the Foreign Ministry Vladimir Karapetian said only one thing: Armenia's position on Nagorno-Karabakh remains the same and is quite obvious; first of all Armenia is interested in determination of the international status of the Republic of Nagorno-Karabakh, observation of the principle of national self-determination and and establishment of land communication between the Republics of Armenia and Nagorno-Karabakh.
