ANDRZEJ KASPRZYK: GREAT WORK HAS BEEN DONE IN THE NEGOTIATION PROCESS FOR KARABAKH CONFLICT SETTLEMENT
A great work has been already done in the negotiation process for the Karabakh conflict settlement, Personal Representative of OSCE Chairman-in-Office Andrzej Kasprzyk said in an interview to APA Azeri Agency. "Half of the negotiation process is left behind. If we demonstrate political will on all the political issues, we can also demonstrate our will in the settlement of other issues. The public should support the results of the negotiations. Otherwise, the Presidents will have difficulties to take any measures. The people should understand why the sides came to this agreement. Sometimes it is difficult to detail the issues. Once, Armenian Foreign Minister Vardan Oskanyan said that they would prepare their people to agreement if all the elements of the negotiations are specified. The Co-Chairs consider that it is necessary to explain the people that the compromises are inevitable and which of them are worth being done. Straining of the situation should be avoided. A settlement plan can be mentioned if these principles are obeyed", A. Kasprzyk said.
Asked how many elements of the negotiating process remained uncoordinated, Andrzej Kasprzyk noted that "since all of the elements of the negotiations have not been considered, there is no result. The Co-Chairs can specify the importance of the issue in different ways". "I think we have achieved some progress, the sides of the conflict seem liklely to discuss certain questions in the frameworks of the Prague process. The parties do not come to common point on all issues. I hope the next meeting will help the Foreign Ministers come to understanding".
Asked if the Kosovo issue can be considered as precedent for the settlement of the Karabakh conflict, A. Kasprzyk said: "I consider that it is not possible to apply the same way of the settlement of the conflict, comparing the historical backgrounds of the two conflicts. It is impossible. The mentalities and geographical locations differ. It is necessary to take it into account".
