RA FOREIGN MINISTER AND EU DELEGATION DISCUSS NUMBER OF ISSUES AT MEETING IN YEREVAN
"The Nagorno Karabakh issue should not be settled through military actions. That will be a big mistake committed by Azerbaijan. And I believe the last err they make, "Vartan Oskanian, RA foreign minister said at the press conference after the meeting with the EU delegation in Yerevan.
The delegation led by Hans Winkler, State Secretary of Foreign Ministry of Austria, includes the ambassadors of Austria and Finland in Armenia, EU Special Representative in the South Caucasus and a number of EU representatives.
Mr. Oskanian and Mr. Winkle discussed the Armenian-EU relations, as well as the coming elections in Armenia, the issue of the energy sources diversification and regional developments.
"If Azerbaijan recognizes the right of NKR people for self-determination, so that they can independently decide what status they should have, Armenia is ready to discuss the issues of overcoming the war aftermath issue, including that of the territories, refugees and security. This is our position," Vartan Oskanian emphasized. He added that there are a few unsettled issues and expressed hope that the third stage of the negotiations would be the last one.
Touching upon Nagorno Karabakh issue, Hans Winkler said that EU is interested in its fastest settlement. "We are ready to render relevant assistance to contribute to the settlement process," he said.
The issue of international recognition of the Armenian Genocide has topped the agenda of the Armenian foreign policy for already several years now. Mr. Oskanian said that couldn’t be otherwise, as our government has moral obligations to its people, to our ancestors, to the victims of the genocide, to the survivors, as well as to the international community. "Genocide is a topical and serious issue for the international community, and according to UN, it is considered one of the threats of the 21 century, while its aversion is one of our century’s challenges. Armenia and the Armenian people became genocide victims and have direct moral obligation to be a leader in this issue, to put it forward, to achieve its recognition and by that contribute to its aversion. What did we achieve by including the issue of the genocide in our agenda? The results are obvious, as more and more parliaments, countries, recognize the Armenian genocide. It is being more frequently and thoroughly discussed at the international organizations, even in Turkey. And I believe there are really obvious positive results achieved in this issue, more intellectuals get involved in the open discussion of this issue. Here, I see direct connection of this issue with the process of Turkey’s entry to EU, when the issues of the liberties is being discussed and Turkey is forced to give more space to the freedom of speech, and I believe that soon more Turkish intellectuals, scholars will freely touch upon this issue," Mr. Oskanian said.
Mr. Oskanian didn’t exclude that Iran-Armenia gas pipeline will be handed to the Russians. "To tell the truth I can’t response this issue. I know that discussions and negotiations are being held at present. The pipeline doesn’t exist now but they speak of selling that. They should be discussing who will build that, who will pay for the construction works. I really think they are negotiating around these very issues. Naturally, you may ask that in case they pay the construction they will become the owners of the pipeline, may be. I don’t know. I don’t participate in the negotiations and I am not informed about its details. But if you ask whether I exclude or not, certainly, nothing can be excluded," Mr. Oskanian said.
