YOUNG PEOPLE FROM DIFFERENT COUNTRIES VISITED NKR
- On September 6 to 8 about 50 young people from different countries visited NKR. The visit was organized by SPFA (Protestant Solidarity of France and Armenia) and funded by an EU grant. The young people traveled to Artsakh not only to see the sights but also meet with the government and learn about the life in the country and the prospects of development. We learned from the director of the Yerevan office of SPFA Astghik Maranjian that the organization carries out cultural and youth projects. The organization also has an office in Karabakh, which coordinated this visit. We earned from Astghik Maranjian that the group includes young people from Armenia, Georgia, France, Germany and Poland, and young people from Nagorno Karabakh joined them as well. On August 7 they met with President Arkady Ghukassian. The president emphasized the growing interest and attention of the international community to Nagorno Karabakh, and especially the fact that young people take such an initiative. Arkady Ghukassian assured that the prime problem for NKR is to establish stability in the region. “For us, setting up relations with Azerbaijan is not a problem, but good faith must be bilateral,” he said. The president also emphasized that Nagorno Karabakh is a peculiar case, since efforts are made to settle the conflict, meanwhile the conflict parties do not have any relations. In answer to the question on the relations of NKR with other countries, Arkady Ghukassian said the republic has relations with different countries but not on the level of governments, these are economic relations, relations on the level of NGOs, etc. With regard to the economy the president said a policy of economic reconstruction and development is implemented, including agriculture, industry, etc. Though the status of Karabakh complicates this process, certain companies export their production owing to its high quality. In answer to the question whether the present status of NKR may deepen its dependence on Armenia, President Arkady Ghukassian said, “We want independence, but it is not an end in itself. It was an opportunity to protect Karabakh from the claims of the foe. In this case, the only way to settle the problem is to recognize Karabakh. We believe that all the other attempts will cause the war to ignite again.” For the question itself, the head of state agreed that absolute independence is difficult to imagine but he assured that there is no danger that Karabakh may become dependent on Armenia. Another participant of the meeting asked why Shushi is not reconstructed, and if it means that Shushi may be returned to Azerbaijan. There is no such danger, assured the president. There is only one problem, lack of funds, and since the economy of the entire country was ruined, it is impossible to reconstruct all at once. This is the second international visit of young people to Artsakh. The first visit was in 2004.
