
NO LACK OF POSITIONS
Three standing committees were added into 9 standing committees of the Parliament.
There have been only 6 standing committees in the history of the Parliament but the Parliament in 2007 had to make changes in NA legislation adding the number of committees to share among PAP, ARF and RPA factions. But the situation was again changed after presidential elections, and there was again lack of positions since the “Rule of Law” Party joined the coalition. Though the latter got positions in the executive body but it didn’t have any position in the legislative body up to yesterday. To avoid of this kind of “injustice” “Rule of Law” party faction member Hovhannes Margaryan made a legislative initiative on increasing the number of standing committees up to 12. It was proposed to form standing committees on agriculture, nature protection, and territorial administration. 12 is the maximal number of standing committees which our Constitution allows. There were gossips as if “Heritage” Party will be assigned in new positions and one of demands of the PACE 1609 resolution will be fulfilled. But “Heritage” refused the proposal of new assignments, and in reality the demand of “Rule of Law” Party was being implemented by that step and they can cheat Europe as if they offered positions to the “Heritage” Party but it refused”. The discussions in NA held in half empty hall where the active “Heritage” Party and interested “Rule of Law” party and several RPA and PAP representatives were only present.
Member of “Heritage” faction Armen Martirosyan thinks that increasing the number of committees doesn’t raise the effectiveness of the parliamentary work. Anahit Bakhshyan from the same faction added: “The political agreement is very obvious here, and we will see soon who will be assigned in the post of chairmen of those new standing committees. And that police will not improve the current political situation”. Another lawmaker from the same party cited the 2nd item of the 21st article: “Standing committees are formed in the first session of the new elected National Assembly and are valid until the end of the NA authority.
Two committees from three will be given to the “Rule of Law” Party and the other one will be given to the PAP.
