SANCTION FOR ARREST
The date of arrest of four citizens who participated in the rally in Talin town on January 27 is expired today.
Yesterday a group of «Erkrapah» volunteers worrying about the fate of their arrested friends, Zhora and Mkrtich Sapeyan, Tigran Baghdasaryan and Hayk Gevorgyan visited Talin. We should remind that those four persons have been arrested on the incident which took place during Levon Ter-Petrosyan's rally in Talin town. Head of regional structure of «Erkrapah Volunteers' Union» of Talin Hovik Arsenyan, informed «Aravot» yesterday that though M. Sapeyan suffers from diabetes, T. Baghdasaryan is third class invalid, the police ignore both their sickness and their contribution in the homeland, and have filed an imitate criminal case (hooliganism) to keep them arrested. «There was no element of hooliganism in their activities»,- H. Arsenyan said and added that the arrested persons were the organizers of the rally and they were responsible for preventing any incident. Sargis Karapetyan was the only provocateur in that incident. H. Arsenyan also made a detection which proves that S. Karapetyan is indeed a provocateur who declared yesterday that he would support Serge Sargsyan's candidacy. In Mr. Arsenyan's words Sargis Karapetyan has already been in the square where the rally should be held: «Before the meeting a quarrel had been provoked. Drunken S. Karapetyan approached to driver Ervand Sargsyan and rebuked him for bringing people to the square. E. Sargsyan warned a policeman standing nearby that Sargis wants to impede the rally but the policeman ignored his warning».
The arrested four persons have made a joint announcement: «The whole citizens of Talin town were waiting for RA First President Levon Ter-Petrosyan's visit with a great enthusiasm. The atmosphere of fear had been disappeared. We had been informed that our opponents were planning provocations. We managed to prevent some of them but Sargis managed to do his black deed. None of us participate in the rally of candidates whom we do not admit, though we also have a lot of things to say.
The incident is a provocation, and our arrest is a provocation as well. The aim is that to prevent our candidate's campaign. We have participated in the war and seen blood and a lot of deprivations. We don't want this provocation to prevent our campaign which will be over by our victory...»
By the way the OSCE/ ODIHR observers are also interested in these incidents. They arrived in LevonTer-Petrosyan's pre-electoral headquarters in Talin to receive detailed information.
