REQUEST FOR SECURITY: OMBUDSMAN INVOKES LAW TO APPLY FOR STATE PROTECTION
- Armenia’s Ombudsman Armen Harutyunyan, who became a target of scathing criticism after his late-April ad hoc report on the post-election violence, recently made a formal request to National Security Service (NSS) chief Gorik Hakobyan for security to be provided to him and his family within a “short” term. Invoking in his letter Article 21 of Armenia’s Law on the Ombudsman, according to which the Ombudsman and members of his or her family are under state protection, Harutyunyan says that competent state bodies must undertake necessary actions “for ensuring the security of the Ombudsman and his family members.” “In fulfillment of the provisions quoted from the law, I ask for personal protection of myself and members of my family, assignment of five employees and two vehicles from an authorized body for the escort of my vehicle and for transportation services to my family members,” says Harutyunyan’s letter addressed to the NSS chief. Chief of the Ombudsman’s Office Public Relations Department Grigory Grigoryants says it is the first time the Ombudsman makes such a request. He explains that despite the tense internal political situation in the country, Harutyunyan made a request over security matters only because he is entitled to state protection under law. “There were no threats or danger, there is no problem,” Grigoryants told ArmeniaNow. “We applied to the NSS and are waiting for a reply basing on the opportunity offered by the law.” Despite the “no problem” assurances from the Ombudsman’s Office, in an interview to the pro-opposition Chorrord Ishkhanutyun paper last month Harutyunyan evaluated the degree of the protection of his rights as human rights defender as ‘minus one’ on a scale from zero to five where zero means absence of protection. The Ombudsman, who was not particularly distinguished by his tough evaluations before the post-election developments, stirred political passions with his ad hoc report published on April 25 in which he raised issues especially in connection with the bloody events of March 1. See also Review and Dissent: Ombudsman’s report continues March 1 debate of circumstances The Ombudsman said that an attitude of totalitarian intolerance reigns in the country, which, according to him, was also displayed towards his report. “Anybody in my place would have done the same thing,” Harutyunyan said in his interview to Chorrord Ishkhanutyun in regards to his report. “Either I had to do it or my family and I shouldn’t live in this country after all what had happened.”
