SQUANDERING: LORI PROVINCE LOSES MUCH MORE WATER THAN RESIDENTS GET
- With the help of the German government the residents of Lori province will soon have drinking water of better quality. The Armenian-German program in Lori will be fulfilled with means provided by a loan and grant of the German KWF bank (“Reconstruction Loan Bank”) in 10 million Euros ($13.4 million) by 2012. The agreement between the two governments on water supply and drainage systems in Lori (as well as Shirak province) was signed in 2002. Over the past decade water supply specialists in Vanadzor (administrative center of Lori) have warned residents and authorities of the decreased quality and water losses caused by the deterioration of pipelines. Vanadzor and the neighboring 16 villages get water from 6 sources. Four main water lines built between1930-60 are worn out and lose an estimated 70 percent of the water intended to reach residents. The water loss is the reason the residents of Vanadzor get water only every other day for 7 hours at most. “Lori Jrmughkoyughi” (Lori Water and Sewage Company) sells water to more than 38,000 subscribers in Vanadzor and the 16 neighboring villages. The pipeline taking the water to Vanadzor from the sources in Lernapat village, some 24 kilometers from the town, is one of the four main pipelines built in the Soviet times. The pipeline is worn out to the extent that it spoils the water quality and causes losses. The first district to benefit from round-the-clock water service will be the Taron district of Vanadzor, where improved water service is expected by the end of the year. Marine, 50, resident of Taron district, recalls the things she used to extract from water taps two years ago. “Silt, dirt, small worms… We had a filter on it to be able to use the water.” Marine does not find small worms and dirt any more, but complains of the schedule of water supply. Water is available every other day from 8 a.m. to 3 p.m. and the residents of the district who hurry to work do not manage to collect water. “We are forced to plan all the work connected with water to the weekend,” she says. The agreement between the governments of Armenia and Germany are realized in repairs now being made on the Lernapat water pipeline serving the inner system in Vanadzor. The water company plans to fully replace some sections of the water pipes line and partially repair some others in Lernapat. After the repair the capacity of the pipelines will be 50 liters per second instead of the present 15-20. The station chlorinating the water from this pipeline will also be repaired by the end of the year. Two water reservoirs will be built to give customers opportunity to have permanent water. “Only 30 percent of water from the source reaches the subscriber,” says general director of the (Lori Water and Sewage Pipeline) “Lori Jrmughkoyughi” Ararat Ginosyan conditioning the water losses mainly with the exhaustion of pipelines. Olaf Rochotski, an engineer from Germany who is heading Armenian-German program water program says the optimal life expectancy for water supply network is 50 years during which regular maintenance works are required. Having studied the problems of water supply in Lori and Shirak he concludes that poor management during Soviet times led to advanced deterioration. “The system was exploited but no one thought of ongoing maintenance. It was done only in cases of damage.” The German engineer, who moved to Vanadzor several years ago, says he can’t make any comparison of water supply systems in Germany and Armenia. He can’t recall a day in his homeland without water in the last 20 years. Despite the German engineer likes the taste of water in Lori, he believes talking of its quality is still early. “I am not afraid of drinking water from the tap here, but it’s not 100 percent clean yet,” he says; despite it, the “Lori Jrmughkoyughi” reports insist the quality of the drinking water meets the developed standards.
