HEAVEN’S DEADLY PEBBLES: NEW STATIONS WILL CONTROL HAIL IN SHIRAK PROVINCE
- The farmers of Shirak province are eager to see if new anti-hail stations will prove effective in saving crops from the sort of damage they often experience during May storms. The first new anti-hail stations in Shirak province were installed last winter in the zones that are considered the most vulnerable under threat of hail. In all six stations were installed though the dangerous zones in communities Voghji, Meghrashat and Haykavan. The anti-hail stations called “Zenith” are being produced in Armenia and work by means of acetylene gas combustion. “The powerful blast waves of acetylene gas combustion prevent formation of hail in clouds transforming it into melted snow or rain. The area covered by one station is 80 hectares, and the annual expenses for one hectare make about 45 cents. The acetylene gas burns on a 10 kilometer height and is environmentally safe for people and plants,” says the coordinator of the anti-hail station management center in Shirak Suren Ghazaryan. In 2007 the damage from hail in the three zones (where stations were installed) made 113 million dram ($376.667) only within the three months, while the total damage to the province was estimated at one billion drams ($3.3 million). The stations have on-spot maintenance specialist, but are controlled from the center in Gyumri. The computerized center regularly checks the temperature and pressure fluctuations, gets meteorological forecasts and coordinates the work of the stations. This kind of stations were first installed and tried in Talin region. The producing “Barva” Ltd. undertakes the installation and the maintenance within a year after the installation. The first six stations have been installed in the communities bordering Turkey. (During Soviet times four stations were operating in the Akhurian region of the province.) “Hail producing streams penetrate our province from Turkey in almost 90 percent of cases and only 10 percent of them are formed on the territory of our province mainly harming the neighboring Lori province. That is the reason we decided to install the stations on the front line to destroy and disperse the penetrating streams. There are a dozen more villages under the threat of hail penetrating from Turkey and we have secured only part of the front, and the rest is still unprotected,” says Movses Manukyan, head of the agriculture department at Shirak province administration. Despite Shirak province has always been considered as a high risk zone, no measure was taken to secure against hail, and its necessity was regularly voiced both by the rural population and the bodies responsible for the issue. “After 6-7 years of observations we decided to install the stations in certain communities, where there are intense hail precipitations,” says Manukyan. “Here hail hits the place at least twice a year, but sometimes the number of hail storms reaches five. Hail hits the communities in May, June, July, even August. And these 3 communities are always included in the compensation list of the disaster regions, where the damage caused by hail makes 70-100%.” “We will see the results in the period of heavy hails in May, June, July. There are absolutely no doubts the stations are useful,” he adds. The administration of Shirak has allocated 60 million drams ($200,000) for the installation of the anti-hail stations, the sum is part of those 1 billion drams ($3.3 million) the government of Armenia allotted to all the provinces of the country in autumn 2007. At the moment the Shirak administration develops a recommendation to be submitted to the government, where one of the core issues to be solved for agricultural development of the province is the installation of 10 anti-hail stations by 2012 part by part along the borderland of the province to Bagravan. There is necessity to install 30 more stations. And in future, if the state and the communities have the means, there is need to install a second line of stations in staggered rows, Manukyan says.

- 1994 Protocol negotiated in the Artsakh War and signed in Bishkek (Kirgizstan) by the parliamentary speakers of Armenia, Azerbaijan, and Artsakh as mediated by Presidents Boris Yeltsin of Russia and Nursultan Nazarbayev of Kazakhstan. This was the first recognition of Artsakhs distinctiveness as a political and territorial entity in the negotiations. Azerbaijan occupied 750 sq. km. (15%) of Artsakhs territory, while Artsakh occupied 7059 sq. km. (8%) of territory considered to have traditionally been possessed by Azerbaijan.
