LAYING THE GROUNDWORK: ARMENIAN, AZERI FMS IN MEETING TO KEEP TALKS ALIVE
- International negotiators have been meeting with the top diplomats of Armenia and Azerbaijan early this week in a bid to revitalize the agonizing peace process between the two neighboring countries. The efforts of Bernard Fassier (France), Matthew Bryza (USA) and Yuri Merzlyakov (Russia), the cochairmen of the Minsk Group of the Organization for Security and Cooperation in Europe (OSCE) entrusted with the settlement of a protracted dispute over Nagorno-Karabakh, resulted in the first-ever meeting between Armenia’s newly appointed Foreign Minister Eduard Nalbandyan and his Azerbaijani counterpart Elmar Mamedyarov in Strasbourg, France, late Tuesday. Besides the top international negotiators, the meeting was also attended by personal representative of the OSCE Chairman-in-Office Andrzej Kasprczik. The Nalbandian-Mamedyarov meeting followed separate meetings of the two ministers with the international negotiators. The Minsk Group co-chairs earlier said the meeting would hardly constitute anything but a get-acquainted session given Nalbandyan’s recent appointment. But still before leaving for France, Nalbandian told media in Yerevan last week that he hoped the meeting would lead to a resumption of talks between the two countries that have effectively stalled since the recent change of leadership in Armenia and Azerbaijan’s attempts to torpedo the process also through seeking its changed format. In Strasbourg Nalbandyan reportedly confirmed Armenia’s readiness to continue the negotiating process on the basis of the OSCE Minsk Group proposals made in Madrid. He also spoke about the need to abstain from steps that might hamper the talks and to create an atmosphere of confidence in order to achieve tangible results. Nalbandyan described the meeting with Mamedyarov as “constructive” and voiced optimism that it would kick-start the peace process again. “We have again voiced the positions of the sides. And most importantly, we have reached an agreement to continue negotiations,” Nalbandyan said. “I am very optimistic. And it’s not only about tonight’s meeting. We are two neighboring peoples. And we should live in peace. I think we can find a solution to the problem that has existed between our two countries.” Mamedyarov also called the meeting “constructive” and said they had also discussed a possible meeting between the presidents of Azerbaijan and Armenia in the near future. “A variant of organizing a meeting in June has been discussed. We will inform the presidents about the results of our meeting and they will make decisions about a meeting on their level,” Mamedyarov said. The Azeri minister also spoke about the willingness and possibilities for continued talks. “We are neighboring countries. We cannot simply run from each other. We have to find a solution and a way out of this situation,” he said. One of the possible venues for a meeting between President Serzh Sargsyan of Armenia and President Ilham Aliyev of Azerbaijan may become an international energy forum scheduled to be held in Saint-Petersburg, Russia, on June 6-8.

- 1992 Shooshee (Artsakh) is liberated after 71 years of occupation by Azeri Turks.
- 1994 Protocol negotiated in the Artsakh War and signed in Bishkek (Kirgizstan) by the parliamentary speakers of Armenia, Azerbaijan, and Artsakh as mediated by Presidents Boris Yeltsin of Russia and Nursultan Nazarbayev of Kazakhstan. This was the first recognition of Artsakhs distinctiveness as a political and territorial entity in the negotiations. Azerbaijan occupied 750 sq. km. (15%) of Artsakhs territory, while Artsakh occupied 7059 sq. km. (8%) of territory considered to have traditionally been possessed by Azerbaijan.
