NEW/OLD CABINET: SARGSYAN BRINGS IN SIX NEW NAMES IN 17-MEMBER CABINET
- President Serzh Sargsyan on Monday signed several decrees on appointments of ministers, completing the formation of Armenia’s new government. While most of the ministers retained their portfolios in the Republican-dominated cabinet, the government has undergone certain changes – new ministries were added, certain ministries were separated into two. Only six of 17 cabinet ministers are replacements, the rest continue in the government that was led by former Prime Minister Sargsyan before it formally resigned with his inauguration on April 9 as president. Replacements occurred in such key government positions as Defense Minister (Seyran Ohanyan replacing Mikael Harutyunyan), Foreign Minister (Eduard Nalbandyan replacing veteran minister Vardan Oskanyan), Minister of Territorial Administration (with former chief of presidential staff Armen Gevorgyan exchanging places with Hovik Abrahamyan. The Ministry of Finance and Economy was turned into a Ministry of Finance with Tigran Davtyan taking charge as new minister and Nerses Yeritsyan will continue as Minister of Economy (in the previous Cabinet he held the post of Minister of Trade and Economic Development). Armenia’s Ministry of Energy was renamed Ministry of Energy and Natural Resources with former Minister Armen Movsisyan continuing in office. Orinats Yerkir, a new partner in Armenia’s four-party governing coalition, got two ministers in the newly formed cabinet. Lawmaker Mher Shahgeldyan was appointed head of the newly established Ministry of Emergency Situations and Gurgen Sargsyan was appointed Minister of Transport and Communication. Representatives of the Prosperous Armenia party Harutyun Kushkyan, Vardan Vardanyan and Armen Grigoryan retained their posts as ministers of health, urban development, sport and youth affairs, respectively. The Armenian Revolutionary Federation (Dashnaktsutyun) retained its ministerial posts with Aghvan Hovsepyan, David Lokyan and Levon Mkrtchyan continuing as ministers of labor and social affairs, agriculture and education and science. Minister of Justice Gevorg Danielyan, Minister of Environment Aram Harutyunyan and Minister of Culture Hasmik Poghosyan (all portfolios held by the Republican Party) were reappointed in their positions. Minister of Territorial Administration Armen Gevorgyan was also appointed Deputy Prime Minister to succeed Hovik Abrahamyan, with the latter appointed as chief of presidential staff. Under Article 74 of Armenia’s constitution, beginning April 21, the new government has 20 days to submit its program to parliament for approval.
