ELECTION DAY, 4 P.M. CLAIMS AND COUNTER CLAIMS: OPEN VOTING IN VANADZOR, REPORTER ACCOSTED IN YEREVAN
- Open voting continues in Vanadzor, where Prime Minister Serzh Sargsyan is expected to win in the 100,000 resident-city where his Republican Party of Armenia is a stronghold. (“Open” voting allows ballots to be seen by persons other than the voter and is one means for parties to assure that votes are cast according to their orders.)A middle-aged woman in the city told ArmeniaNow that she would wait until after 5 or 6 p.m. to vote, as she’d heard that bribes (currently reported to be about $16) would be higher as the end of voting (8 p.m.) approaches.
Sargsyan’s headquarters in Vanadzor deny the information, but point a finger instead at the camp of oppositionist Artur Baghdasaryan.
“We do not distribute money,” Hrahat Nazaryan, a representative of the Sargsyan headquarters told ArmeniaNow. “But we have information that Orinats Yerkir party does it (give money).”
The area adjacent to the “Belisima” entertainment complex in the center of Vanadzor has been crowded all day. Minibuses arrive to the complex, which belongs to Vanadzor mayor (and RPA member) Samvel Darbinyan. Leaving the bus, names are checked from a list by Belisima employees. The names on the list are believed to represent those who have been promised money and are being escorted to polling stations to vote.
A representative of Levon Ter-Petrosyan’s Pan Armenian National Movement in Vanadzor says that the situation is “outrageous”. He said that in polling stations 31/27, 30/11, 30/9, 31/1 there is open voting with the help of policemen and that election officials do not attempt to stop it.

• In Polling Station 13/16, Haykakan Zhamanak daily reporter Lusine Barseghyan says she was subjected to beating along with Heritage party member Armen Martirosyan.
According to Barseghyan, they received an alert from the polling station about ballox-box stuffing there and went there together with Armen Martirosyan, who is a proxy for Levon Ter-Petrosyan.
“Upon reaching the place and seeing the situation I asked the commission chairman why they did not draw up a report. The commission chairman began to drag me and push me out the polling station,” Barseghyan said.
Armen Martirosyan called police and told the commission chairman that the latter did not have the right to obstruct the journalist’s work.
“I took out a camera to take pictures and was recording on the tape-recorder. At that point, some people attacked us, took the recording equipment and began to beat me and Armen Martirosyan,” Barseghyan said.
• A report from Polling Station 8/21 in Yerevan’s Malatia-Sebastia district claims that a proxy for candidate Arman Melikyan was beaten when he tried to stop about 30 people from voting together.
• The Orinats Yerkir party reports that at Station 8/17 in Yerevan a Ter-Petrosyan proxy was beaten and taken away.
• At Polling Station 28/06 in Abovian, Ter-Petrosyan proxy Khachik Martirosyan says that proxies for Ter-Petrosyan were forcibly taken from the station and their mobile phones stolen. His report was confirmed by one woman who was voting at the time.
