SUPERVISING THE SUPERVISORS: NEW BOARD TO OVERSEE SPENDING PERFORMANCE
- This week the National Assembly elected Ishkhan Zakaryan, a member of Prosperous Armenia political party, Vice-Chairman of National Assembly, as the president of the RA Supervisory Board by Robert Kocharyan’s nomination. The former National Assembly Supervisory Board has become the Supervisory Board (SB) of the Republic of Armenia, according to a new law. It is an independent body just as the RA Central Bank or the RA Prosecutor General’s office. This structure will be overseeing the budget means, state and community property utilization; its activities will be verified by the National Assembly.
Party chief Gagik Tsarukyan stated that Prosperous Armenia is proud a representative of their fraction has been trusted with such a responsible position.
Heritage faction member Larisa Alaverdyan expressed her discontent that the NA was deprived of the opportunity to put forward an alternative candidacy for the post of Supervisory Board president.
According to her, supervisory bodies should be elected from other political forces, unless the authorities have other things on their mind. Only that order would be true expression of democracy.
Within the framework of its activities SB has a right to study financial activities of supervisory structures, as well as demand and receive required references, information, account reports from the head of the given structure. Members of the board would also have access to state classified documents.
The board is accountable only to the parliament and the President.
Introducing his approach, Zakaryan pointed out that he would preserve independence, objectivity, transparency. Heritage MP Styopa Safaryan thinks that the supervisory function must be performed by a political minority.
NA Vice-Chairman Vahan Hovhannisyan says that of course it’d be better if the political minority had certain posts, as counterbalance, but at the moment it is important that the Supervisory Board is an independent body.
In seems that in practice SB will be the hyper-supervisory body watching who and how efficiently spends state money.
Will another independent structure be able to freely fulfill his duties provided for by the law, if its leader is really independent and resists pressure put on him from different forces?
Many of the NA deputies have doubts about the issue.
NA independent deputy Viktor Dalakyan thinks that in terms of the tradition formed in Armenia, it is hardly possible for the Board to lead an independent policy at least in the initial period of its activities. Nonetheless, he says:
“Regardless of our political orientations, I think that Zakaryan can be of help here,” Dalakyan says.
