
DEBATABLE PROCESS?: HERITAGE FACTION SAYS SPECIAL ASSEMBLY BYPASSES CAREFUL LAWMAKING
- The National Assembly called a special session October 10 to debate a package of amendments related to the country’s economy, including the law on stock markets and on the budgetary system.The quickly called session has angered Members of Parliament of the oppositional Heritage Party, who subtly accuse the reigning regime of trying to hastily enact significant law.

Heritage MP Larisa Alaverdyan says the law itself is “ungrounded”, but that her party is most concerned by the hasty call to debate.
“Respect those parliamentarians who have come to seriously study the National Assembly draft laws and to have their modest say,” Alaverdyan said. “Otherwise, I believe, this step is an unconstructive approach by the parliamentary majority.”
Stepan Safaryan, secretary of the same party says laws have to be adopted by a proper proceeding, by organizing proper discussions, rather than rushed through for the sake of achieving an agenda that likely benefits the ruling party.
In response, Speaker of the National Assembly Tigran Torosyan said: “I would ask not to trespass against the truth. Everybody has received the draft laws and the agenda, so I believe those kinds of statements are not manifestations of a constructive approach.”
Alaverdyan mentions the discussed draft laws have dangerous points and shortcomings, but the parliament treats them tolerantly saying: “Let’s adopt, we will change later.”
The Heritage faction stated it will vote against the draft laws. Unlike the Heritage the Armenian Revolutionary Federation stated it will vote in favor.
“It’s the first time authors of the draft law have taken so many recommendations made by deputies into account. I don’t remember a case when a draft law was accomplished by more than a hundred recommendations and articles before the second reading. The ARF had stated during the first reading it won’t vote for the draft law, but Central Bank – the author of the draft – actually accepted the recommendations. Both sides won, but first of all it was the law than won,” Hrayr Karapetyan, Secretary of the ARF faction says.
Gagik Minasyan, member of the Republican Party of Armenia and the Chairman of the Standing Committee on Financial-Credit and Budgetary Affairs mentioned specifying on the Law on Stocks Market the law has the mechanisms that will allow realization of the policy of secondary market of stocks.
“We will have an operator with international renown in the market who will allow exporting our stocks on its platforms, to organize trade in stocks in international stock market. We must use all our opportunities to have a leading role in the South Caucasus. This very law will let us become a leading country,” he says.
