
LET THE SPECULATION BEGIN: WITH “PRESIDENT SERZH” ASSUMED, TALK TURNS TO “PM KOCHARYAN”
- Will Robert Kocharyan be appointed Prime Minister after the completion of his tenure? Along with speculation over Levon Ter Petrosyan becoming a presidential candidate, the question is widely debated in Yerevan political circles.

Current Prime Minister Serzh Sargsyan, the presumed next President of Armenia, expressed his opinion on the issue saying that he does not see any such desire on Kocharyan’s part.
Some here predict that Kocharyan will follow the example of Russia’s Vladimir Putin, taking over a major political party, in this case Prosperous Armenia, and securing enough seats in parliament to gain the PM post.
Asked whether Kocharyan would lead the Prosperous Armenia party after his tenure is over, just like Putin did with Yedinaya Rosia, especially that the party’s establishment is connected to Kocharyan’s name, Aram Safaryan, secretary of the parliamentary block of Prosperous Armenia, answered: “I do not exclude anything in politics. In the kind of situation formed in Armenia when we are dealing with electing a new president after the president’s completed two tenures, again I do not exclude anything.”
Political analyst, secretary of the Heritage party block, Stepan Safaryan thinks that the most real option realized by President Kocharyan is becoming Prime Minister.
“There used to be signs indicating that Kocharyan was thinking of running for a third term, but, I think, as it is less possible there is nonetheless an attempt made to manipulate events leading to his becoming Prime Minister.” says Safaryan
Whereas Aram Safaryan stresses that Kocharyan is the one to decide his own future activity. When the president makes up his mind, it is always possible to find solutions.
“I think be it in the Republican Party or in Prosperous Armenia there are many people connected to the acting President by friendly, trustworthy relations, and if he wishes the process can start, but there hasn’t been a single step taken in that direction yet,” says A. Safaryan.
The Press Secretary of the RP Eduard Sharmazanov says in this connection that the RA Prime Minister has already answered that question.
“Mr. Kocharyan does not have such a desire; and talking with ifs is not objective, to my mind. Also I do not exclude anything in politics. And if there is such a proposal, we can discuss it. And if there isn’t such a proposal and Mr. President doesn’t have such a desire, naturally talking about such perspectives is pointless,” Shramazanov says.
S. Safaryan, however, has a different perspective.
“It is possible that such a balance of political forces is created that a republican cannot be dominant. Consequently the leader of RP cannot dictate things, and in those circumstances the most desirable option would be Kocharyan’s appointment to the prime minister’s post.”
According to Safaryan, in this case the powers supporting the President - the Armenian Revolutionary Federation (ARF) and Prosperous Armenia - become a single unified team that seems to be split today. The situation would surprise RP in many ways: in a very short term Kocharyan’s smooth transition from a Prime Minister to a President.
Nonetheless many others recalling the coalition memorandum insist that Prosperous Armenia would be obliged to support Serzh Sargsyan as, according to the memorandum, the coalition member parties would participate in the presidential elections with a single candidate. However the same memorandum has a point on dissolving the coalition. The latter is possible in case disagreement emerges among the parties having signed the memorandum. Possible political development can result in Prosperous Armenia deciding not to support Sargsyan.
S. Safaryan says the coalition memorandum implies that two powers – the Republican Party and Prosperous Armenia- would support one candidate, but that doesn’t mean it has to be the RP candidate.
“It is not excluded that Prosperous Armenia would put forward its own candidate. And the resolution to be adopted by the party in the nearest future is highly important here. Depending on how the situation unfolds various surprises can be expected,” says the analyst.
S. Safaryan points out that the Armenian Revolutionary Federation realizes its chances are too little to have a president, but getting certain votes it’d bargain over some posts. According to S. Safaryan the Dashnaks would bargain for the National Assembly Chairman’s position.
“In this case if Kocharyan becomes a prime minister, consequently RP loses numerous levers. If at the moment they have both the Prime Minister and the NA chairman, in those circumstances they can only have the President,” says S. Safaryan.
