ANDRANIK KOCHARYAN ON THE FACT-FINDING GROUP

Armenian National Congress representative of the disbanded Fact-Finding Group Andranik Kocharyan told "A1+" that the group knew which police officers opened fire on March 1 and who gave the command. Kocharyan suggests investigating the work compeleted by the fact-finding group instead of calling the police officers who used the "Cheryomukha 7" to the National Assembly ad-hoc committee. The Fact-Finding Group has already been at the police headquarters a couple of times, met with the police officers who used the "Cheryomukha 7" device, prosecuted the other officials and investigated a number of documents related to the application of "Cheryomukha 7" device. "The Fact-Finding Group has already clarified which police officers took special courses for using the device. They knew that the device should not be used in masses, but they used it. There is a corresponding article in the Criminal Code and those officers must be punished." Kocharyan is sure that the preliminary investigative body could have found out who died from the shots fired by the particular police officer. According to Kocharyan, providing the NA ad-hoc committee with the work completed by the Fact-Finding Group was only aimed at concealing the facts of March 1-2. The PACE Resolution 1677 states that the materials procured by the Fact-Finding Group must be released. What can you say about that? In response, Kocharyan said: "There was no evaluation on the process of taking materials from the Fact-Finding Group. They were taken without the group members' permission by Samvel Nikoyan and Vahe Stepanyan, who was no longer the head of the group. It would be correct if all the group members showed what they had taken." Kocharyan considers the PACE's reaction to the disbanding of the group as a deal between the PACE and the Armenian authorities. "The CE decided to come to the conclusion that the materials of the Fact-Finding Group will be provided to the NA ad-hoc committee. But the fact is that only the Fact-Finding Group had greater powers and opportunities to reveal the events of March 1 and the ten murders than the NA committee." Let us remind that the Fact-Finding Group was disbanded due to intolerance within the group and after the group members announced that it was impossible to work with Andranik Kocharyan.
