
HEARINGS WILL BE HELD AFTER THE NA ENDORSES THE LAW
- Today the government expressed its “deep respect” towards the National Assembly and decided not to deprive it of the opportunity of broadcasting programs on NA activity via National TV.

Today Justice Minister David Haroutyunyan presented the legislative amendments in details and made notes while answering the questions concerning the NA deputies. For instance, Viktor Dallakyan was surprised at the provision of the law according to which National Commission on Television and Radio (NCTR) announces tenders of granting broadcasting licenses out of necessity.
Viktor Dallakyan claims that NCTR is bound to announce tenders otherwise it fulfils somebody’s order. By the way, while answering this question, David Haroutyunyan said that “the number of frequencies is great; there is no interest in a number of regions towards them.” Then he added, that a solution to this matter will be found. For example, the lists of free frequencies will be made public, and they will be available for all.
The representatives of the Opposition wondered where they can make their pre-election reels if it the bill forbids production of non-licensed TV Companies. Alexan Karapetyan, deputy of National Unity Party, reminded that the current TV Companies demand great sums of money for making and broadcasting reels.
As for the announcement made by the journalistic organisations today, in which they claim that the amendments are a real threat for the freedom of expression and objective and unbiased regulation of the broadcasting market, David Haroutyunyan said in answer to A1+’s question, “To tell the truth, I don’t see there are serious problems in the amendments and I cannot understand the concern of these organisations in this respect. Being the head of the Ministry which is engaged in working out the draft amendments, I assume that the law will be put to voting, we shall present it to the public and we shall hold discussions prior to the second hearing.”
Reminder: according to the current Constitution, the NCTR will comprise of eight members; half of them will be appointed by the President and the second half – by the National Assembly.
